Grant Description
The discretionary ID number for this ARP grant application is D2021-RPNS-015.

Purpose:
A) This application utilizes FY2021 ARP Act funding to prevent, prepare for, and respond to coronavirus. The funding requested in this ARP capital investments grant supplants the local share of $24,673,482 in grant ID# MO-2021-001-01 KC Streetcar South Extension. It does not duplicate the federal funding for any activities in grant ID# MO-2021-001-01 KC Streetcar South Extension. Specifically, this ARP capital investments grant supplants the amount of local share for the following activities per the FTA scope activity line item as follows: #140-40 Sitework and Special Conditions.
B) The recipient agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.

Activities to be performed:
This funding supplants local funds for use in completing sitework and special conditions.

Expected outcomes:
The Kansas City Streetcar Main Street Extension consists of a 3.5-mile extension of the existing Kansas City Streetcar from the current streetcar terminus at Union Station to the University of Missouri-Kansas City. The project includes street-running rail in mixed traffic, nine platform stations, expansion of the existing vehicle maintenance facility, the purchase of six modern streetcar vehicles, transit signal priority and queue-jumps, intersection and sidewalk improvements, traction power substations, and a communications system. Service is planned to operate seven days a week from 4 a.m. to 12 a.m. on Monday through Thursday, 4 a.m. to 2 a.m. on Friday, 5 a.m. to 2 a.m. on Saturday, and 6 a.m. to 11 p.m. on Sunday. The service plan for the opening year includes trains every 10 minutes during weekdays and every 12 minutes during weekends. Estimated daily linked trips on the project using current year inputs of population and employment are 7,200. The revenue service date for the project is December 24, 2025.

Intended beneficiaries:
This project will benefit transit riders in Kansas City and the KC Streetcar service area.
