Grant Description
The Kansas City Area Transportation Authority (KCATA) is requesting $3,279,828 in federal Section 5339C LONO funding discretionary ID - D2021-LWNO-028 for the purchase of three new ADA accessible battery electric buses (BEBs). These buses are needed to replace aging diesel buses that have reached their useful life expectancy. The funding will also be used for the construction and installation of charging infrastructure and to provide workforce training for KCATA technicians for maintaining the new technology.

The One DOT STIP (Statewide Transportation Improvement Program) approval date is December 22, 2015. There are no ITS (Intelligent Transportation Systems) components in this grant.
Transit Providers in the Area:
The Kansas City Area Transportation Authority (KCATA) is an interstate agency of Missouri and Kansas, governed by a board of commissioners which is responsible for public transportation in the region. The ATA has a seven-county jurisdiction, including the counties of Cass, Clay, Jackson, and Platte in Missouri, and Johnson, Leavenworth, and Wyandotte in Kansas. KCATA operates fixed route, demand-responsive, and bus rapid transit service seven days a week between the hours of 4 a.m. to 1 a.m. They also operate a Share-A-Fare program which provides door-to-door service to eligible elderly and persons with disabilities. KCATA operates from a single maintenance and administration facility in Kansas City, Missouri. Other transit providers in the area include the JO operated by Johnson County (Kansas) Transit and the bus operated by Unified Government of Wyandotte County/Kansas City Kansas, which feed into and provide similar service in the Kansas City urbanized area.
TVM Compliance:
Kansas City Area Transportation Authority will require each transit vehicle manufacturer (TVM) as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements to certify that it has complied with the TVM requirements outlined on 49 CFR 26.49. Alternatively, KCATA may, at its discretion and with FTA approval, establish project-specific goals for DBE (Disadvantaged Business Enterprise) participation in the procurement of transit vehicles in lieu of the TVM complying with this element of the program. To ensure that the regulations are complied with, as a condition of determining responsiveness, KCATA will review the FTA's eligible to bid list for TVMs and, when appropriate, obtain a copy of the TVM certification associated with any vehicles acquired with federal funds.

This grant will not support any research or development projects. Indirect costs will not be applied to this application and its scope of work. A copy of the FY 2021 Master Agreement will be retained on file. The FY 2021 certifications and assurances have been attached to the recipient organization documents.
Project Benefits:
The purchase of three BEBs and construction and installation of charging equipment will advance Smart Moves 3.0 goals and potentially reduce operational costs associated with maintaining aging diesel buses in the long term. Electrification will provide benefits to environmental justice communities in the Kansas City region by reducing tailpipe emissions, resulting in cleaner air. The all-electric propulsion and auxiliary systems will also create smoother, quieter rides for KCATA passengers.
Project Outcomes:
This project supports many local and regional plans, including the Mid-America Regional Council (MARC) 2021 Regional Climate Action Plan's goal to shift the region's fleet to low and no emission vehicles. Smart Moves 3.0, the long-range transit plan, recommends that KCATA replace conventional diesel-powered vehicles by converting the fleets to electric vehicles or other alternative fuels. The plan outlines a goal for ensuring that transit systems are maintained in good condition, including transit vehicles, to keep existing riders and attract new users. As part of KCATA's 2021 RideKC Next system redesign, which aims to reduce unproductive service while accelerating technology and innovation to enhance service delivery, KCATA will conduct a regional BEB evaluation and shape a long-term electrification strategy for the regional fleet for the future, which includes electricity supply buildout by 2023.
