Application Executive Summary

Purpose of Award:
The Kansas City Area Transportation Authority (KCATA) is applying for $14,199,453 of FY2020 BUILD funds to support the KC Streetcar Riverfront Extension Project. This project involves extending the existing Downtown Kansas City Streetcar system with a new double-track guideway that is approximately one-half mile long. The design of the streetcar station platforms, lighting, signage, amenities, and catenary design will resemble that of the existing Downtown line and the planned South Extension project.

Activities to be Performed:
The KCATA is applying for $14,199,453 of FY2020 BUILD funds to support the KC Streetcar Riverfront Extension Project. This project involves extending the existing Downtown Kansas City Streetcar system with a new double-track guideway that is approximately one-half mile long. The design of the streetcar station platforms, lighting, signage, amenities, and catenary design will resemble that of the existing Downtown line and the planned South Extension project. A new station connecting to the existing streetcar system will be constructed at the 3rd Street and Grand Boulevard intersection. A terminus station will be constructed at the north end of the alignment. An overhead power catenary system will be constructed with a new traction power substation (TPSS) module installed under the Grand Boulevard viaduct to support the power needs for the new extension. Signal systems will also be installed near the northern terminus station and at the southern connection to the existing system.

Expected Outcomes:
The Riverfront Extension will continue the efforts and themes of the initial streetcar project: to provide mobility and connectivity (Connect), economic development and growth (Develop), community amenities and improved livability (Thrive), and sustainability (Sustain).

Intended Beneficiaries:
This project will benefit transit riders in Kansas City and the KCATA service area.

There is no sub-recipient activity associated with this grant application.

Transit Providers in the Area:
The Kansas City Area Transportation Authority (KCATA) is the bi-state regional transit authority created in 1965. KCATA is responsible for public transportation in the Kansas City urbanized area with a seven-county jurisdiction - Cass, Clay, Jackson, and Platte in Missouri; and Johnson, Leavenworth, and Wyandotte in Kansas. KCATA is responsible for the provision of fixed-route bus rapid transit (BRT), flex-route, and complementary paratransit public transportation in the region. KCATA operates from a single maintenance and administration facility in Kansas City, Missouri. Johnson County Kansas Transportation and IndeBus, operated by the City of Independence, Missouri, systems are managed by KCATA, and the bus operated by Unified Government of Wyandotte County/Kansas City, Kansas, are other transit providers that feed into and provide similar service in the Kansas City urbanized area.

Kansas City Streetcar (KCSA) will be the service provider. The KCSA is a not-for-profit organization formed for the purpose of managing, operating, and maintaining the streetcar, as well as planning for future streetcar extensions. In addition to overseeing streetcar operations, the KCSA supports system branding, marketing, public communication, and community engagement. While the KCSA is a separate entity, it works closely with the City of Kansas City, Missouri, and the KCATA. The day-to-day functions of the KCSA are managed by its staff of four with oversight from the Board of Directors. Port KC is another stakeholder in the grant application. Port KC is an independent governmental agency, but they collaborate and share the goals of Kansas City and the state of Missouri. They were created by the state, and their Board of Commissioners is appointed by Kansas City's Mayor.
