Grant Description
This grant will provide $4,212,436 ($3,500,000 FY2019; $712,436 FY2020) of Section 5339 statewide funds for the purchase of a 10.42-acre parcel of land and construction of a 21,600 square ft administrative/maintenance facility and associated visitor and employee parking to be located in Alexandria, MN. $1,053,109 of local match will be provided by the Rainbow Rider Transit Joint Powers Board member counties.
The attachments to this application include the Alexandria Facility NEPA approval letter dated July 29, 2021; the documented Categorical Exclusion (DCE) checklist; 2022-2025 Minnesota Department of Transportation STIP approval letter dated October 29, 2021, and the STIP project page.
Purpose:
Funds awarded for this facility will assist Rainbow Rider Transit's efforts to provide more efficient and reliable transportation to the transit riders in Alexandria, MN, and surrounding communities.
Activities to be performed:
- Purchase of land
- Design and construction of an administrative/maintenance facility with associated visitor and employee parking.
Expected outcomes:
The construction of the facilities will allow Rainbow Rider Transit to reduce labor, fuel, and administrative costs associated with the delivery of their current levels of transit services. These cost reductions will ultimately benefit local, state, and federal taxpayers. It is also expected to reduce the amount of time that it now takes to deliver the current levels of service and thereby reduce future waiting times and service delays for transit riders.
Intended beneficiaries:
The time efficiencies provided by the location of a larger transit facility within the Alexandria area should provide benefits to transit riders in Alexandria, MN, and the surrounding area. The cost efficiencies should be realized by taxpayers on the local, state, and federal levels for many years to come.
Subrecipient activities:
The subrecipient, Rainbow Rider Transit, will purchase the land; issue the request for proposal (RFP) and award sub-contracts for architectural engineering (AE) services and facility construction. Rainbow Rider will also request quotes and select the most appropriate vendor for office furniture to be delivered and installed in the facility prior to substantial completion.
