Overview
Grant Description
Original Grant: This application requests funding for multiple projects for Smart Community Partners to be used to continue and expand 5310 qualifying services in the Tri-County area. The projects include acquisition of replacement buses and vans, mobility management, and operating assistance.
Purpose of the Award: Provide FYs 2021-2022 Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Formula Program to fund up to 36 replacement vehicles; support mobility management activities and provide operating assistance for several Smart subrecipients.
Activities to be Performed: Purchase up to 29-30 age and/or mileage eligible buses; up to 7 age and/or mileage vans; support continuing mobility management program activities and provide operating assistance.
Expected Outcomes: The replacement and expansion vehicles will provide comfortable and reliable bus transportation, in addition to cutting down on vehicle downtime and maintenance costs. The remainder of the projects will improve public safety, employee working conditions, and building safety and efficiency.
Intended Beneficiaries: Smart Community Partners throughout the region and Monroe County.
Subrecipient Activities: Bus and van replacement, mobility management programs, and operating assistance.
This application is for a total of $5,142,896, with $3,608,163 federal and $1,534,733 local match. The federal funds are as follows: RTA allocation: $3,578,895 is FY 2022; Toledo UZA: $29,268 is FY 2021. Of the local match amount, $692,142 is from the State of Michigan, and $843,591 is subrecipient local match consisting of local tax revenues and private donations.
Supporting documentation for replacement vehicles, including the vehicle identification number, age, current mileage, and projected mileage for all of the vehicles being replaced in this grant, is uploaded as a document.
The application is consistent with the RTA Designated Recipient Sub-allocation Letters dated June 17, 2022, and the Toledo Regional Transit Authority Split Email dated March 29, 2021, are attached in TRAMS. The POP is attached and adheres to the 55/45 distribution of funds requirement. The project activities are included in Smart's coordinated human services transportation plan.
In executing this grant, Smart agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(J)(2)(C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock.
As the grant agreement includes an FTA-funded transit vehicle purchase, the recipient agrees to comply with the related requirements set forth in 49 CFR 26.49(A). Specifically, the recipient must ensure, as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. The recipient is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-assisted transit vehicle award using the required FTA reporting tool. The recipient understands that failure to comply with these requirements may result in formal enforcement action or appropriate action as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.
