Grant Description
FY 2022 Section 5307 federal funds in the amount of $9,025,354 with a 20% state match from MDOT Comprehensive Transportation Fund (CTF) in the amount of $2,481,338 for a project total of $11,506,692 fund a variety of projects for Mass Transportation Authority (MTA) including preventative maintenance, rehabilitate/ renovate facilities, purchase of capital parts, shop equipment, service vehicles, computer hardware, computer software, rehab existing bus shelters, security and signage, and JARC operating costs.

FY 2022 Section 5339 federal funds in the amount of $790,171 with a 20% state match from MDOT (CTF) of $197,543 for a project total of $987,714 will be used to install vehicle canopies, lighting, solar panels, and other support items for a total of 97 vehicles to the current parking lot of the MTA Technology Center.

FY 2020 CMAQ federal funds (request letter sent in FY 2022) in the amount of $459,260 with a 20% state match from MDOT (CTF) of $114,815 for a project total of $574,075 will be used to purchase propane-powered lift-equipped Ford Transit vehicles for MTA's Your Ride services and rides to wellness. The purchase of propane-powered vehicles has a lower carbon content than gasoline, diesel, heavy fuel oil, or ethanol. Natural gas (methane) generates fewer carbon dioxide (CO2) emissions per BTU than propane, but natural gas is chemically stable when released into the air and produces a global warming effect 25 times that of carbon dioxide. Propane also has a short lifetime in the atmosphere and low carbon content. It is advantageous from a climate change perspective in comparison to other fuels.

FY 2022 STP federal funds in the amount of $363,845 with a 20% state match from MDOT (CTF) of $90,962 for a project total of $454,807 will be used to install vehicle canopies, lighting, solar panels, and other support items for a total of 97 vehicles to the current parking lot of the MTA Technology Center.

Purpose of the award - to provide safe, efficient, and effective capital support to MTA for transportation services to the community.

Activities to be performed - activities to be performed include preventative maintenance, rehab, renovate facilities, purchase of capital parts, purchase of shop equipment, purchase of service vehicles, computer hardware, computer software, rehab existing bus shelters, security and signage, JARC operating costs, install vehicle canopies, lighting, solar panels, other support items for the canopies, vehicles, electric cars, and charging stations.

Expected outcomes - to provide effective, efficient, and safe services for MTA staff and passengers.

Intended beneficiaries - the intended beneficiaries are the entire transit services staff and passengers.

Subrecipient activities - N/A

In executing this grant, MTA agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(J)(2)(C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock. As the grant agreement includes an FTA-funded transit vehicle purchase, recipient agrees to comply with the related requirements set forth in 49 CFR 26.49(A). Specifically, recipient must ensure, as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. Recipient is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-assisted transit vehicle award using the required FTA reporting tool. Recipient understands that failure to comply with these requirements may result in formal enforcement action or appropriate action as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.

MTA certifies it will spend not less than 1% of 5307 funds for security-related projects and not less than 0.75% of their Urbanized Area Formula Program funds to safety-related projects.
