Overview
Grant Description
This application for the Jackson Area Transportation Authority (JATA) is to request FY2022 Section 5307 formula funds in the amount of $1,694,505 to the Jackson MI UZA and Flex funds (FHWA) in the amount of $100,000, and Section 5339 funds in the amount of $105,350 for continuing rehabilitation of our maintenance and bus storage facilities. These funds will also be used for up to two (2) medium-duty transit vans for safety and security and operating assistance. Additionally, this application includes funding awarded competitively under 49 USC Section 5339(b) in the amount of $800,000 for the procurement of two (2) new city buses (D2022-BUSC-038).
Purpose:
The purpose of this funding is to provide operating funding to JATA to help with day-to-day expenses. It will also be used for the rehabilitation of the administrative facility, which includes our maintenance and bus storage areas, to help modernize the facility and maintain a proper term scale. Furthermore, the funds will be used for the purchase of safety training materials to better equip our operators to perform in a safety-conscious way as required under the Public Transit Agency Safety Plan (PTASP).
Activities to be performed:
The activities to be performed include the rehabilitation of the bus storage floor, replacement of parking lot light posts that are no longer functioning, and rehabilitation of the drive-on lift in our maintenance facility. These funds will help support the operation of JATA.
Expected outcomes:
The expected outcomes of this funding include the modernization of the administrative facility and improvement of the term scale. It will also help with the expenses incurred by JATA and provide a more safe and secure environment for our system as a whole.
Intended beneficiaries:
The intended beneficiaries of this funding are visitors to both the administrative facility and maintenance facility, as well as customers who use our transportation services.
*Note: This grant includes 1% of Section 5307 funds allocated to security projects.
The Michigan Department of Transportation will provide matching funds from the Comprehensive Transportation Fund (CTF). JATA will utilize local millage and investment income as a source of local match.
This application for JATA Section 5307 formula and Flex funds and 5339 federal assistance is consistent with the designated recipient governor's apportionment letter dated April 20, 2022, and Flex fund transfer documentation, which is attached to this application.
In executing this grant, the Jackson Area Transportation Authority agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(j)(2)(C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock. As the grant agreement includes an FTA-funded transit vehicle purchase, the recipient agrees to comply with the related requirements set forth in 49 CFR 26.49(a). Specifically, the recipient must ensure, as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. The recipient is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-assisted transit vehicle award using the required FTA reporting tool. The recipient understands that failure to comply with these requirements may result in formal enforcement action or appropriate sanction as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.
