Grant Description
This is an FY 2021 Section 5311 ARPA (American Rescue Plan Act) funding application in the amount of $24,099,003 representing 100% federal share of the total eligible amount. This application utilizes ARP funding to prevent, prepare for, and respond to Coronavirus.
The application scope of work includes operating assistance and RTAP. The purpose of the award is to provide ARPA funds to assist the agencies in the state of Michigan for the provision of public transportation in the rural areas of the state.
Activities to be performed include operating public transportation in the rural areas of the state. The expected outcomes of this funding will allow public transit agencies to provide quality transportation in their service areas. The intended beneficiaries are public transit agencies and users, as well as local communities in Michigan.
Subrecipient activities will involve operating public transit in the rural areas of the state. MDOT agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.
Per the ARPA, the project in this application is not required to be programmed in the Long Range Transportation Plan or Statewide Transportation Improvement Program. The DOL warranty letter and apportionment table are attached. MDOT is giving an additional 15% of rural funds to intercity.
