The purpose of this grant is to provide Section 5310 FY20 and FY21 funds for capital and operating projects in the amount of $5,082,814. The projects/activities that are included in the grant application are the acquisition of replacement buses, replacement vans, bus support equipment, facility equipment, operating assistance, mobility management, and marketing. The total FTA funds amount to $5,082,814 plus $789,011 state/local funds, resulting in a total of $5,871,825 for FY20 and FY21 funds for FY21 5310, 5310 Flex, and FY22 New Freedom activities.

The grant is applicable to the UZA Grand Rapids (260640) with the following allocations: 2020.25.16.DL - $66,174; 2021.25.16.DL - $398,548. The UZA Rural (260000) has allocations of 2020.25.16.DS - $1,818,088 and 2021.25.16.DS - $263,152. The UZA Small Urban (260000) has allocations of 2020.25.16.DM - $1,048,060 and 2021.25.16.DM - $1,462,672. The UZA 5310 Flex (260000) has an allocation of 2021.45.65.SX.2 - $26,120.

A portion of this application, as noted in the extended budget description, invokes the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA) local share waiver for previously apportioned (FY21 and prior) unobligated Section 5310 funding to be obligated at a 100-percent federal share, as described in CA31 of the COVID-19 FAQs.

The state match will be provided from the Comprehensive Transportation Fund, and the sources of local match include contract fares, taxes levied directly for or by the transit agency (e.g., millage), local contracts, donations, insurance proceeds, and contributed services. The projects are supported by the STIP and TIP (attached) and are derived from and consistent with locally developed coordinated plans. The 55% traditional projects consist of private non-profits and public agencies that are coordinating agencies as determined by MDOT.

Regarding the TVM agreement:
1. In executing this grant, the Michigan Department of Transportation agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(J)(2)(C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock.
2. As the grant agreement includes an FTA-funded transit vehicle purchase, the recipient agrees to comply with the related requirements set forth in 49 CFR Section 26.49(A). Specifically, the recipient must ensure, as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. The recipient is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-assisted transit vehicle award using the required FTA reporting tool. Recipients understand that failure to comply with these requirements may result in formal enforcement action or appropriate sanction as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.

Purpose of the award:
The purpose of this award is to provide Section 5310 funds to assist the agencies in the state of Michigan for the provision of public transportation in the Grand Rapids, rural, and small urban areas of the state.

Activities to be performed:
The activities to be performed include purchasing replacement buses, purchasing replacement vans, purchasing bus support equipment and facility equipment, operating assistance, mobility management, and marketing.

Expected outcomes:
The funding will allow private nonprofit and public transit agencies to provide quality transportation in their service areas.

Intended beneficiaries:
The intended beneficiaries of this grant are private nonprofit agencies, public transit agencies, users, as well as local communities in Michigan.
