Application Executive Summary
Original Grant:
Purpose of the Award: Provide FYS 2019, 2020, 2021 Section 5310 Enhanced Mobility of Seniors Individuals with Disabilities Formula Program to fund up to 49 replacement vehicles; support mobility management activities and provide operating assistance for up to 35 subrecipients.
Activities to be Performed: Purchase up to 23 (30 age and/or mileage eligible) buses; 1 (30 age and/or mileage eligible) bus; up to 25 (age and/or mileage) vans; support continuing mobility management program activities and provide operating assistance.
Expected Outcomes: The replacement and expansion vehicles will provide comfortable and reliable bus transportation, in addition to cutting down on vehicle downtime and maintenance costs. The remainder of the projects will improve public safety, employee working conditions, and building safety and efficiency.
Intended Beneficiaries: Smart Community Partners throughout the region and Monroe County.
Subrecipient Activities: Bus and van replacement, mobility management programs, and operating assistance.
This application requests funding for multiple projects for Smart Community Partners to be used to continue and expand 5310 qualifying services in the tri-county area. The projects include acquisition of replacement buses and vans, mobility management operating assistance, and administration. A portion of this application (as noted in the extended budget description) invokes the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA) local share waiver for operating assistance previously apportioned (FY21 and prior) unobligated Section 5310 funding to be obligated at 100-percent federal share as described in CA31 of the COVID-19 FAQs.
Supporting documentation for replacement vehicles, including the vehicle identification number, age, current mileage, and projected mileage for all of the vehicles being replaced in this grant, is uploaded as a document.
The application is consistent with the RTA designated recipient sub-allocation letters dated June 21, 2019, June 22, 2020, and June 22, 2021, and the Toledo Regional Transit Authority split emails dated May 31, 2019, and May 23, 2020, are attached in TRAMS. This application is for a total of $6,754,387, with $5,762,252 federal and $950,135 local match. Jobnet #203677 SP codes: 1101, 1102, 1105, 1602, 1806, and Jobnet #s 206945, 212707 SP code 3000. The federal funds are as follows:
- RTA allocation: $191,982 is FY 2019; $1,800,000 is FY 2020, and $3,712,829 is FY 2021.
- Toledo UZA: $28,496 is FY 2019; $28,945 is FY 2020.
Of the local match, $950,135 is from the State of Michigan, and $42,000 is subrecipient local match from municipal credits.
The POP is attached and adheres to the 55/45 distribution of funds requirement. The project activities are included in Smart's coordinated human services transportation plan.
In executing this grant, Smart agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(J)(2)(C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock.
As the grant agreement includes an FTA funded transit vehicle purchase, the recipient agrees to comply with the related requirements set forth in 49 CFR 26.49(A). Specifically, the recipient must ensure, as a condition of being authorized to bid or propose on FTA assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. The recipient is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-assisted transit vehicle award using the required FTA reporting tool. The recipient understands that failure to comply with these requirements may result in formal enforcement action or appropriate action as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.
