Grant Description
FY 2021 Section 5311 Flexible Funds in the amount of $3,245,891 will be used by the Michigan Department of Transportation to purchase vehicles, equipment, and rehabilitation and construction on facilities. These projects are funded for MDOT's FY 2021 Flex Capital Program.
FY 2021 STP funds amount to $2,505,144, and FY 2021 CMAQ funds amount to $740,747. Additionally, a state match of $811,470 will be provided from the Comprehensive Transportation Fund.
The purpose of this award is to provide Section 5311 funds to assist agencies in the state of Michigan in providing public transportation in rural areas. The activities to be performed include the purchase of vehicles, equipment, and rehabilitation and construction on facilities. The expected outcome is that the funding will allow public transit agencies to provide quality transportation in their service areas. The intended beneficiaries are public transit agencies, users, and local communities in Michigan.
The subrecipient activities will also involve the purchase of vehicles, equipment, and rehabilitation and construction on facilities. The stip documentation is attached to the grant. It is important to note that this application does not include funds for research and/or development activities. Furthermore, indirect costs will not be applied to this application and its scope of work.
Regarding the TVM agreement:
1. In executing this grant, the Michigan Department of Transportation agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(J)(2)(C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock.
2. As the grant agreement includes an FTA-funded transit vehicle purchase, the recipient agrees to comply with the related requirements set forth in 49 CFR 26.49(A). Specifically, the recipient must ensure, as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. The recipient is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-assisted transit vehicle award using the required FTA reporting tool. The recipient understands that failure to comply with these requirements may result in formal enforcement action or appropriate sanction as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.
