Overview
Grant Description
This is a new FY 2021 grant application for the Capital Area Transportation Authority (CATA), which includes CMAQ Section 5310, Section 5339, and Section 5307 funding. This grant application will provide a total cost of $7,830,922 in federal funding for 25 activity line items within six different projects.
CMAQ funds will be used for travel demand management or public education and outreach activities and mobility management. Section 5310 funds will be used for bus replacement. Section 5339 funds will also be used for bus replacement. Section 5307 will be used for bus replacement preventive maintenance and capital, as well as planning or operating activities.
The total federal amount is $7,830,922, which includes the following:
- $119,182 for FY 2021 CMAQ
- $299,952 for FY 2021 Section 5310
- $784,932 for FY 2021 Section 5339
- $6,626,856 for FY 2021 Section 5307
The total Michigan Department of Transportation (MDOT) match for this application is $1,894,190, which includes the following:
- $41,243 for FY 2021 Section 5310. MDOT will provide a 20% match on one activity line item in Section 5310, and local property tax millage revenue will be used for the 50% cash match for the operating service.
- $196,233 for FY 2021 Section 5339. MDOT will provide a 20% match using Comprehensive Transportation Funds (CTF) for all activity line items in Section 5339.
- $1,656,714 for FY 2021 Section 5307. MDOT will provide a 20% match using CTF for all activity line items in Section 5307.
Other federal funds in the amount of $12,959 will be expended on capital vehicle purchases. These funds are proceeds from the disposal of two grant-funded assets. The 20% matching state of Michigan funds (proceeds from the disposal) in the amount of $3,240 will also be used as the match for these future capital purchases (federal + state match total is $16,199). The other federal share and other state share funding are the proceed amounts from the disposition of two grant-funded assets, which were originally 80% funded from federal grant awards MI-90-X672 ($7,280 federal) and MI-90-X400 ($5,679 federal), and the matching state of Michigan grant for the 20% match. The $3,240 of total state match for the disposal is shown in the local field. The assets disposed of can be described as two non-revenue support vehicles.
Attachments to this application include the Rolling Stock Status Report, TIP Project List, Unified Work Program, Coordinated Mobility Plan, Long-Range Plan, two disposal proceeds concurrence letters, and CMAQ flex documentation between FHWA and MDOT.
In executing this grant, the Capital Area Transportation Authority agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(J)(2)(C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock.
As the grant agreement includes an FTA-funded transit vehicle purchase, the recipient agrees to comply with the related requirements set forth in 49 CFR 26.49(A). Specifically, the recipient must ensure, as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. The recipient is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-assisted transit vehicle award using the required FTA reporting tool. The recipient understands that failure to comply with these requirements may result in formal enforcement action or appropriate sanction as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.
Purpose of the Award:
The purpose of this award is to obligate FY 2021 Urbanized Area Formula Program funding and Congestion Mitigation and Air Quality (CMAQ) grant funds to the Capital Area Transportation Authority in Lansing, Michigan.
Activities to be Performed:
CATA will utilize funding for capital project investments in public transportation systems planning, mobility management, and operating assistance activities. The following activities will be performed with this award:
- CMAQ funds will be used for travel demand management or public education and outreach activities and mobility management.
- Section 5310 funds will be used for bus replacement.
- Section 5339 funds will be used for bus replacement.
- Section 5307 will be used for bus replacement preventive maintenance and capital.
- Section 5307 will also be used for planning or operating activities.
Expected Outcomes:
CATA will utilize funds in this award to maintain a state of good repair in our transit system facilities, equipment, and rolling stock, and for planning short- and long-range system improvements.
Intended Beneficiaries:
Funding from this award will benefit CATA's public transportation riders throughout Ingham County and in portions of Eaton and Clinton Counties.
