Central County Transportation Authority will utilize Section 5307 funding that includes remaining funds from fiscal year 2020 and 2021. Section 5339, Section 5307, 5311 Flex STP, and 5307 CMAQ funding will be used in this grant application. Projects include operating assistance, facility renovations, computer hardware/software, shelter replacement, maintenance equipment, fixed-route bus and van replacements.

The local share source for operating assistance is derived from dedicated property taxes collected by the Kalamazoo County Transportation Authority, Central County Transportation Authority advertising revenue, and reserves/surpluses. The state share source for capital projects is from the State of MI (Comprehensive Transportation Fund).

Purpose of the award:
The purpose of this grant award is for Central County Transportation Authority to utilize funds for the replacement of capital and the support of continued operating activities which provide public transportation to the Kalamazoo County region of Michigan.

Activities to be performed:
The activities to be performed in this grant include facility roof improvements and security camera equipment replacement at the Kalamazoo Transportation Center, wash rack equipment at the maintenance facility, the replacement of aging buses and vans, continued computer hardware/software enhancements, and operating assistance.

Expected outcomes:
The expected outcomes of this grant include facility improvements and equipment replacement at the Kalamazoo Transportation Center/Maintenance Building, fixed-route bus and van replacement to aging fleet at Central County Transportation Center. In addition, the operating activities will support continued service and improvements to public transportation service overall in the urban area and fixed route/demand response service areas.

Intended beneficiaries:
The intended beneficiaries of the grant include the overall community, including riders, families of riders, employers, and taxpayers.

TVM Statement:
In executing this grant, the Central County Transportation Authority agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(J)(2)(C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock.

As the grant agreement includes an FTA-funded transit vehicle purchase, the recipient agrees to comply with the related requirements set forth in 49 CFR 26.49(A). Specifically, the recipient must ensure, as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. The recipient is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-assisted transit vehicle award using the required FTA reporting tool. The recipient understands that failure to comply with these requirements may result in formal enforcement action or appropriate action as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.
