Overview

Grant Description
The City of Bangor Community Connector requests $3,076,800 in Section 5339 competitive and formula funding apportioned to the Maine statewide UZA. Matching funds will be supported by the City of Bangor and its member communities in the amount of $769,200 for a total project cost of $3,846,000. The City of Bangor was selected to receive this funding through the FY19 5339(b) Bus and Bus Facilities Discretionary Program on November 20, 2019. The discretionary project identification number is D2020-BUSC-043. The Federal Register Vol. No. (Notice of Award is attached). The MaineDOT also supported funding this project by transferring FY20 Section 5339 national distribution funds (transfer letter attached).

The project will be supported by the following funding sources:
- $1,286,000 in FY19 Section 5339(b) discretionary funding
- $1,790,800 in FY20-21 Section 5339 formula funding

On August 25, 2020, the Maine Historical Commission concurred with the FTA's finding of no adverse effect on this project, conditional on the opportunity to review design plans at the 30% and 90% stage. On January 21, 2021, the Maine Historical Commission completed the review of 30% design plans and determined that further review at the 90% stage was no longer necessary. Per the FTA's letter to the City of Bangor on July 10, 2020, this project qualified for a categorical exclusion in accordance with 23 CFR 771.118(D)(8): modernization or minor expansions of transit structures and facilities outside existing right-of-way such as bridges, stations, or rail yards.

Purpose:
This funding will support the construction of a new transit center located at Pickering Square (25 Broad St.) in the heart of downtown Bangor, Maine.

Activities to be performed:
The new modern transit center will be approximately a 2,000 square foot facility with an attached bus platform that can accommodate up to 7 buses. The new facility will include the following amenities: waiting area, ticket area, security office, and break room for drivers and Community Connector employees. The new facility will comply with all ADA requirements and improve the overall accessibility and mobility to the service area.

Expected outcomes:
The new transit center will provide a central location for riders to access public transportation and transfer from various Community Connector routes. This new transit center will also provide new technology and amenities.

Intended beneficiaries:
The Community Connector is the designated transit provider for the cities of Bangor, Brewer, Old Town, and the towns of Orono, Veazie, Hampden, and the University of Maine. The project will benefit the residents, commuters, and tourists of the Community Connector's service area.

Subrecipient activities: N/A

The City of Bangor executed the FY22 certifications and assurance in TRAMS on 08/08/2022. The activities included in this grant are in the FY21 element of the ME STIP. All administrative and statutory requirements have been met in accordance with the 5339 Bus and Bus Facilities Program as articulated in FTA Circular 5100.1.
