Grant Description
The Northern New England Passenger Rail Authority (NNEPRA) requests $8,390,426 in Section 5337 State of Good Repair funds ($145,600 in FY18 and $8,244,826 in FY21). See attached split letters signed by Casco Bay Lines Transit District and NNEPRA. The balance of the funding match is provided by the MaineDOT Multi-Modal Account.

NNEPRA conducts state of good repair continuously through maintenance of infrastructure and equipment, as well as specific state of good repair projects that aid in the reliability and capacity of the Amtrak Downeaster service. Monthly requirements are for capital equipment maintenance performed by Amtrak and infrastructure maintenance performed by Pan Am Railways on NNEPRA's behalf.

Amtrak performs scheduled maintenance on the rolling stock monthly, quarterly, and annually. Amtrak also contracts with Pan Am for track maintenance and track inspection on a monthly basis based on Downeaster miles traveled on the Pan Am owned rail line. NNEPRA reimburses Amtrak for these maintenance charges. In addition, NNEPRA contracts directly with Pan Am annually to perform a series of state of good repair projects.

By executing this grant, we certify that projects funded in this grant are included in the 2018 Transit Asset Management (TAM) Plan Investment Prioritization section. All administrative and statutory requirements have been met in accordance with the 5337 State of Good Repair Formula Program as articulated in Circular 5300.1. The 5337 funding allocation is included in the FFY21 element of the STIP document (2019-2022 - STIP attached). NNEPRA signed their FY21 certifications and assurances on January 28, 2021.
