Grant Description
Maryland Transit Administration (MTA) is requesting non-urbanized area Section 5311 federal funds. MTA will utilize 5311 FFY20 and FFY21 formula program funds in the amount of $4,682,827 ($9,404,791 total) for RTAP intercity and operating assistance.
Purpose: The purpose of this award is to provide the Maryland Transit Administration (MTA) and its subrecipients operating and rural transit assistance for continued or improved transit systems.
Activities to be performed: Funds will be used to cover eligible operating expenses such as driver salaries, fuel, and items having a useful life of less than one year.
Expected outcomes: Continued safe and effective operation of transit services for rural areas of Maryland.
Intended beneficiaries: Maryland state transit agencies and citizens in the rural and non-urbanized areas of the state.
Subrecipient activities: Eighteen (18) subrecipient rural transit providers will receive operating assistance. The subrecipients are: 1) Bayrunner, 2) Greyhound, 3) Baltimore County, 4) Calvert County, 5) Carroll County, 6) Cecil County, 7) Charles County, 8) Dorchester County, 9) Frederick County, 10) Montgomery County, 11) Prince Georges County, 12) Queen Annes County, 13) St. Marys County, 14) Talbot County, 15) Town of Ocean City, 16) Tri-County Council Lower Eastern Shore (Wicomico County, Somerset County, and Worcester County), 17) Allegany County, and 18) Garrett County.

The projects' period of performance listed overlaps with the time period indicated in 1) FFY20 CARES Act Section 5311 grant (FAIN # MD-2020-024-00), 2) FFY21 CRRSAA Act Section 5311 operating grant application (Temporary Grant #1401-2021-31 FFY 2021 Section 5311 CRRSAA operating assistance), and within 3) FFY21 ARP Act Section 5311 grant application (Temporary #1401-2022-1 FFY21 5311 Rural Area Formula (ARPA) 5311(F) Intercity Bus (ARPA) and 5311 - Rural Transit Assistance Program (ARPA) - Operating Assistance). 5311 funds through CARES, CRRSAA, ARP, and formula operating funds are needed to cover the eligible expenses within this time period. The subrecipient is not covering the same service expenditures with formula and relief grants in the same time period.
The eighteen subrecipients funded in the program of projects include 2 intercity, 14 rural, and 2 Appalachian operators.
All projects in this grant are listed as Category A and support the state's Program of Projects (POP), which are attached in TRAMS under application documents.
A letter to the Governor of Maryland is provided with this application certifying that the needs of the intercity bus program are being met.
FTA approved the Section 5311 State Management Plan on 05/01/2015 and is attached in the application documents.
The non-federal share to be provided by the Maryland Transportation Trust Fund and local jurisdictions.
Appropriate TIP/STIP information for each project is attached in TRAMS under application documents.
