Overview

Grant Description
This is an FFY 2021 Section 5311 CRRSAA application in the amount of $9,105,457 representing 100% of the total eligible amount. This application utilizes CRRSAA Act funding to prevent, prepare for, and respond to coronavirus. The application scope of work is operating assistance for Maryland's rural and Appalachian (Garrett) County transit providers identified as sub-recipients for the period of July 1, 2021, through September 30, 2025.

The project's period of performance listed overlaps with the time period indicated in 1) FFY20 CARES Act Section 5311 grant (FAIN # MD-2020-024-00), 2) FFY21 ARP Act Section 5311 grant application (Temporary #1401-2022-1 FFY21 5311 Rural Area Formula (ARPA) 5311(F) Inter City Bus (ARPA) and 5311 - Rural Transit Assistance Program (ARPA) - Operating Assistance), and within 3) 5311 Formula Operating Grant application (Temporary Grant #1401-2022-4 FFY20 RTAP FFY21 5311 Rural and Appalachian Operating Assistance FFY20 and FFY21 Intercity (Additional ARPA) Operating Assistance).

5311 funds through CARES, CRRSAA, ARP, and Formula Operating funds are needed to cover the eligible expenses within this time period. The sub-recipient is not covering the same service expenditures with formula and relief grants in the same time period.

The project in this application is listed as Category A and supports the State's Program of Projects (POP).

The MTA provided the special warranty letter attached in TRAMS application documents section to the US Department of Labor on May 18, 2021. The FTA approval letter for MTA's Section 5311 State Management Plan dated 05/01/2015 also is attached in TRAMS application documents section.

Per the CRRSAA Act, the projects in this application are not required to be programmed in the long-range transportation plan or statewide transportation improvement program.

The pre-award authority start date for CRRSAA funding is January 20, 2020. Pre-award authority was selected, but no expenses have been incurred or anticipated prior to execution of the award. The recipient agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.

Purpose - The purpose of the award is to provide additional assistance to cover unmet operating expense needs related to maintaining day-to-day operations, cleaning and sanitization, and combating the spread of pathogens on transit systems.

Activities to be performed - Funds will be used for eligible operating expenditures, including driver salaries, fuel, personal protective equipment (PPE), cleaning supplies, and preventive maintenance necessary to operate, maintain, and manage transit systems.

Expected outcomes - Continuation of transit operations while safely connecting people to jobs, services, and opportunities.

Intended beneficiaries - Rural populations who rely on the thirteen sub-recipients' transportation services.

Sub-recipient activities - The thirteen sub-recipients will receive funding under this grant to ensure safe and continued transit operations.
