Grant Description
The Maryland Transit Administration (MTA) is requesting capital assistance in the amount of $3,162,648 federal ($3,953,314 total) for Section 5339 bus and bus facilities projects in the state of Maryland. MTA intends to use the balance ($3,162,648) of FFY19 Section 5339 funds to support the bus and bus facilities statewide program.
Capital funds are being requested for the following 9 recipients:
1) Annapolis (City of)
2) Anne Arundel County
3) Baltimore County
4) Calvert County
5) Dorchester County
6) Garrett County
7) Howard County
8) Queen Anne's County
9) St. Mary's County
The funds will be used to purchase 6 heavy-duty replacement buses, 10 small replacement buses, 2 replacement minivans, 7 small cutaway expansion buses, route signage, dispatch software, and miscellaneous support facilities equipment. All 9 sub-recipients are public entities, and a listing detailing the approved amount for each sub-recipient is provided in the program of projects report attached under application documents.
Maryland FFY19 Section 5339 statewide capital assistance: $3,162,648
All sub-recipients will be providing fixed route and/or demand response transportation services. All capital items to be purchased will be owned by the sub-recipients.
The state management plan for Section 5339 was approved by FTA on April 19, 2016. The non-federal share will be provided by the Maryland Transportation Trust Fund and sub-recipient local jurisdictions.
The purpose of the award is to fund the purchase of 6 heavy-duty replacement buses, 10 small replacement buses, 2 replacement minivans, 7 small cutaway expansion buses, route signage, 1 vehicle (sky) lift, 1 AC recovery machine, 1 scan diagnostic tool, and scheduling software package. The activities to be performed include procurement of support facilities equipment and buses to replace older buses that have met useful life criteria and expansion buses that will increase capacity.
The expected outcomes of this project are eighteen newer reliable buses to replace the existing fleet, ensuring transit services remain consistent and reliable. Additionally, seven buses will be used to expand Anne Arundel County's deviated fixed route service and reduce demand response time. The project also aims to provide better signage, possible air quality benefits for riders, and enhanced facilities support equipment for transit employees. The intended beneficiaries are transit riders who rely on Annapolis City, Anne Arundel County, Baltimore County, Calvert County, Dorchester County, Garrett County, Howard County, and Queen Anne's County for their transit services.
Sub-recipient activities: The nine counties are sub-recipients of MTA and will procure replacement and expansion vehicles and other transit support items with Section 5339 funds as the provider of transit service in the following three UZAs: 1) Baltimore, 2) Lexington Park-California-Chesapeake Ranch Estates, and 3) Maryland.
