Grant Description
Purpose of the Award - The purpose of the award is to provide subrecipients with funding assistance (capital and operating) to improve mobility for seniors and individuals with disabilities by removing barriers to transportation service and expanding transportation mobility options.
Activities to be Performed - Funding will cover capital and operating activities. Funding for capital expenditures will cover the cost of mobility management expansion and replacement small buses and light-duty vans, radios and communication equipment, and transportation program hardware and software. Funding for operating expenditures will cover driver wages, administrative staff time, fuel, insurance, preventive maintenance, vehicle sanitization equipment, personal protective equipment (PPE), cleaning supplies, driver safety shields, and disinfectant sprayers.
Expected Outcomes - Funding has been requested for a range of projects to include operating assistance (e.g. drivers' salary and fringe benefits), preventive maintenance and replacement, and expansion vehicles for an improved responsive and blended transportation system that accommodates scheduled routes, on-demand transportation services, and increased passenger loads to destinations throughout the largest land areas in Maryland. The elderly and disabled will have increased opportunities for socialization and physical/mental stimulation, the means to participate in a wide range of community activities including supported employment, individual placement enclaves, volunteer opportunities, and mobile crews at scattered locations, and the support to maintain and/or improve their functional levels and prevent premature or inappropriate institutionalization.
Intended Beneficiaries - Elderly and disabled individuals who rely on the thirty-seven subrecipients' agency transportation services.
Subrecipient Activities - Thirty-seven subrecipients will receive funds for replacement small buses (31 total); expansion small buses (11 total); replacement light-duty vans (21 total); expansion light-duty vans (2 total); mobility management transportation program software; security equipment; cleaning supplies; COVID shields; disinfectant sprayers; and PPE and a diagnostic scan tool.
5310 Formula Program at 100% Federal Share - The Maryland Transit Administration (MTA) intends to use Section 5310 federal funds to support the enhanced mobility for seniors and individuals with disabilities for subrecipients within the state of Maryland. This grant will utilize remaining FFY19, FFY20, and partial FFY21 Section 5310 funding totaling $8,111,020 federal. The state's FFY19, FFY20, and FFY21 Section 5310 POP is attached to this grant under application documents. MTA is the designated recipient. The total number of subrecipients funded in the POP is 37 private non-profit providers: 13 are within the rural area, 1 Cecil area, 2 Harford area, 14 Baltimore area, and 7 small urban area. Section 5310 funding originally designated to small urban areas has been transferred to rural areas. The special solicitation letter is attached in the application documents.

Approval is anticipated during the current year. FTA approved the Section 5310 State Management Plan on 02/01/2015. The non-federal share will be provided by the subrecipients' local jurisdictions. All vehicles requested in this grant are ADA accessible. All TIP/STIP documents can be found attached in the application documents section.
