Purpose:
The purpose of this award is to support the procurement of 160 (base order) 40-ft Enhanced Electric Hybrid (EEH) buses to replace the aging 310 New Flyer 40 diesel bus fleet purchased in 2006-2008, supporting reliable and more efficient operations. The MBTA will purchase all buses from a registered transit vehicle manufacturer (TVM). All buses procured will be ADA accessible.

Activities to be performed:
The overall scope of this bus fleet procurement effort includes the base contract as well as option vehicles totaling 460 40-ft buses. This program will support the authority's target of procuring 80 vehicles annually.

The scope of this bus fleet procurement also includes RFP publication, design review, pilot bus production and testing, first article inspection process, serial production, fleet commissioning, warranty support (1 year), and project closeout. This is encompassed across the base order of 160 40-ft buses and option purchases for up to an additional 300 vehicles.

Expected outcomes:
As the 2006-2008 New Flyer 40 bus fleet continues to age, bus operations will experience a degradation of service quality, increased operating costs, and increased safety concerns to customers and operators, and ultimately increased customer dissatisfaction. Funding this procurement program and replacement of older fleets will have a positive effect on repair times based on their cumulative yearly mileage. Additionally, this program allows the MBTA to establish steady and consistent procurement of new fleets and replacement of aging fleets, leading to normalized PM cycles, mid-life overhauls, upgrade campaigns, stabilized operations, etc.
