Overview

Grant Description
This application is to request ARP/CIG funds apportioned to the MBTA in the amount of $103,554,165.

Purpose:
The purpose of this Capital Investment Grant award is to assist with constructing the Green Line Extension (GLX) project.

Activities to be performed:
These funds will be used to cover all eligible fixed guideway elements, stations, stops, professional services, vehicle procurements, as well as sitework and special conditions.

Expected outcomes:
This funding will permit the MBTA to construct the Green Line Extension, a 4.7-mile light rail line which will extend the current Green Line service from a relocated Lechmere Station in East Cambridge, Massachusetts to a terminus at College Avenue in Medford, Massachusetts, and a spur to Union Square in Somerville, Massachusetts. The project also will procure 24 new light rail vehicles.

Intended beneficiaries:
This project will provide service to some of the region's most densely populated communities that currently lack access to rail transit.

This application utilizes ARP Act funding to prevent, prepare for, and respond to coronavirus. The funding requested in this ARP Capital Investments Grant supplants the local share of $103,554,165 in Grant ID# MA-2018-004-05 MBTA GLX FFGA. It does not duplicate the federal funding for any activities in Grant ID# MA-2018-004-05. Specifically, this ARP Capital Investments Grant supplants the amount of local share for the following activities per the FTA scope activity line item as follows:

The recipient agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.

The recipient agrees that it will amend the corresponding FFGA in TRAMS to reduce the local share and FTA scope activity line items as noted above.
