Grant Description
The PVTA is requesting $14,237,317 in federal funds for FY21 Section 5339 and FY21 Section 5307 Urbanized Area Formula funds apportioned to the Springfield MA-CT UZA for a program of capital and planning projects.
The PVTA and the Connecticut DOT signed an agreement on 11/1/2021 regarding the FY21 Section 5307/5339 Springfield MA Urbanized Area Formula funds. The breakdown of the funds is as follows:
- FY21 Section 5307: $13,269,906
- FY21 Section 5339: $967,411
- Total Federal Funding: $14,237,317
The purpose of this award is to provide PVTA with funding for a program of planning and capital projects that enhance regional planning efforts, maintain vehicles and buildings in a state of good repair, and provide essential services.
The activities to be performed include:
- Generator replacements at three of PVTA's maintenance facilities (Northampton, UMass, and Main Street Paratransit OM)
- Installation of new interior and exterior lighting at Northampton Bus Maintenance Facility and UMass Maintenance Facility
- Replacement of fluid pumps dispenser systems at three of PVTA's maintenance facilities (Northampton, UMass, and Main Street Paratransit OM)
- Environmental compliance
- Purchase of shop equipment needed to maintain vehicles
- Replacement of supervisory vehicles (2)
- Purchase of replacement support vehicles (2)
- Bus stop signage and lighting upgrades throughout the system
- Bike access for shelters and buses
- Information technology upgrades
- Replacement of five (5) 35 buses
- Replacement of six (6) 40 buses
- Floor and roof repairs at the Admin/Main Street building
- Engineering design for Cottage St at Robbins Road
- Rehab/Renovate storage facility-UMass Bus OM Facility new lighting in service and storage
- Rehab/Rebuild of six (6) 40 buses
- Rehab/Rebuild of four (4) 35 buses
- Long-term transit plan-system level
- Preventive maintenance
- Non-fixed route ADA paratransit service
The match for these projects will be provided by state contract assistance, local assessments, RTACAP funds, and transportation development credits.
The expected outcomes of these activities are to allow PVTA to continue supporting the community by maintaining a safe, reliable, and efficient public transportation system in the Pioneer Valley. Assets will be maintained in a state of good repair and upgraded in accordance with PVTA's Transit Asset Management Plan. Additionally, support for PVTA's non-fixed route ADA paratransit service will ensure PVTA's continued compliance with ADA requirements to provide accessible service to eligible customers.
The intended beneficiaries of these projects are the populace of the Pioneer Valley Transit Authority's service area and local area commuters.
Pioneer Valley Planning Commission (PVPC) will be receiving $196,000 in federal funds as a subrecipient of PVTA under this award to perform planning activities.
The PVTA executed the FY22 certifications and assurances on February 22, 2021. Signed copies were uploaded to TRAMS on 2/22/21. The activities in this grant are included in the FY22 element of the MA STIP. PVTA is current with all civil rights submissions. All administrative and statutory requirements have been met in accordance with the Urbanized Area Formula Program as articulated in FTA Circular 9030.1E and the Bus and Bus Facilities Program as articulated in FTA Circular 5100.1.
