Grant Description
The Worcester Regional Transit Authority (WRTA) is requesting a total of $3,230,723 Section 5337 State of Good Repair funds ($3,230,623 from FFY 2018 and $100 from FFY 2019) on behalf of its sub-recipient, the Worcester Redevelopment Authority (WRA). This funding is intended for preventive maintenance and capital project activities to bring the Union Station Intermodal Facility, located at 2 Washington Square Worcester MA, into a state of good repair.

The WRA is the owner and operator of Union Station, which opened in July 2000. The WRTA and WRA have a subrecipient agreement that establishes roles, responsibilities, and ensures satisfactory continuing control by the WRTA (see MOU attached). The rehabilitation projects will enable the WRA, on behalf of the City of Worcester and various other transportation entities within the intermodal facility, to continue providing a reliable, responsive, and safe service to the public. Currently, the MBTA runs trains throughout the day through Union Station, while Amtrak, Peter Pan, Greyhound, and the WRTA also provide daily service to the station.

Activities in this grant are anticipated to be performed between July 1, 2021, and June 30, 2022, and include:

By executing this grant, the WRTA certifies that the projects funded in this grant are included in the 2018 Transit Asset Management (TAM) Plan Investment Prioritization section. The Federal Transit Administration (FTA) has determined that Appendix A of the Program Comment to exempt consideration of effects to rail properties within rail rights-of-way applies to the Phase V Union Station and preventive maintenance projects (letter attached).

The City of Worcester will provide the local match for capital projects in the amount of $797,681. The City of Worcester issued a loan order in the amount of $1,150,000.00 on May 26, 2020, to fund capital projects at Union Station (letter attached). The $188,753 match for preventive maintenance costs will be provided through Union Station operating funds. The WRTA will utilize $10,000 in state contract assistance funds as the local match for project administration costs.

Both the City of Worcester and WRA's fiscal year begins on July 1st and ends on June 30th. Customarily, a copy of the WRA's annual operating budget is provided as match documentation for preventive maintenance projects. However, since the fiscal year 2022 budget for the WRA has yet to be enacted, a funding commitment letter is enclosed as the WRA's match documentation for FY22 preventive maintenance.

All administrative and statutory requirements have been met in accordance with the Section 5337 State of Good Repair Program, as articulated in FTA Circular 5300.1. The WRTA executed the FY 2021 certifications and assurances in TRAMS on January 26, 2021. All civil rights programs are in fundable status. All activities included in this grant are included in the FY 2021 element of the Massachusetts STIP.
