Cooperative Agreement

Overview

Grant Description
The Wildfire Risk Reduction Program (WRRP) projects to be funded under this agreement include:

Grant program that includes 1) Community Wildfire Protection Plan (CWPP) updates, 2) Hazardous fuels reduction treatments, and 3) Education and outreach projects. The grant program assists New Mexico communities in reducing risk from wildland fire on non-federal lands. The grant program is only applicable to the New Mexico Wildland Urban Interface (WUI) as defined in an approved CWPP.

Funding is intended to directly benefit communities that may be impacted by wildland fire initiating from or spreading to BLM public land. Projects need to show a direct benefit to BLM.

Wildfire Urban Fire Summit (WUFS): WUFS brings together local, state, and federal partners to discuss topics such as, but not limited to, wildfire strategies including Firewise, Fire Adapted Communities, home assessments, prescription initiatives, wildfire recovery, investigations, smoke mitigation, mapping, weather outlooks, and pre-fire post-fire planning.

Special projects: The New Mexico Association of Counties (NMAC) will monitor special projects throughout the duration of the project timeline. Special projects will be identified by a Bureau of Lands Management (BLM) representative that can include fuel treatments, education and outreach projects, and other types of projects. NMAC and BLM will work in coordination to ensure special projects are on task and completed in a timely manner.

Funding beneficiaries include county governments or municipalities, non-profits, a statutorily recognized political subdivision such as soil water conservation districts or a Native American tribe working on behalf of one or more communities at risk of wildfires in New Mexico. Grant program recipients contribute a 10 cost share match to an award. It is the responsibility of grant program awardees to comply with applicable local, state, and federal laws. Applicants who receive more than 750,000 annually from federal sources are required to submit a copy of their audit to NMAC. Funds cannot be used to attempt to influence legislation or the outcome of any public election.

Projects assist BLM and further current administration and/or DOI priorities by helping to create resilient landscapes and communities, expand community capacity by creating local employment opportunities, support and promote planning and implementation of hazardous fuels reduction projects in WUI areas, help create fire adapted communities, increase resilient landscapes, and increase communication, collaboration and education of, and between, local, state and federal partners. Projects provide wildfire awareness and mitigation techniques for New Mexicans as well as out-of-state travelers, benefit overall forest health, enhance recreation opportunities, and increase community involvement.
