Grant Description
This application is requesting Section 5310 funds apportioned to the State of Kansas under UZA: 200000 in the total amount of $1,917,603.
Purpose:
The purpose of this award is to purchase and provide (31) thirty-one vehicles to its 19 different transit subrecipients. This will help maintain a state of good repair for their vehicles and continue to provide safe and efficient transportation services for people with disabilities and older adults.
Activities to be performed:
Purchase the vehicles below:
- Full-size van with lifts: 10
- Cutaways: 8
- Ramp accessible minivans: 13
Funding:
UZA 200000 FY2020 Section 5310 Small Urban Funds - $265,826 (2020.25.16 DM)
FY2020 Section 5310 Statewide Funds - $819,214 (2020.25.16 DS)
FY2021 Section 5310 Statewide Funds - $832,563 (2021.25.16 DS)
Total funds being requested - $1,917,603
The amount represents a partial of the FY20 Small Urban apportionment and the full 5310 apportionments for FY20 and FY21 of the statewide apportionments. Under CRRSAA, prior unobligated Section 5310 funds can be used at 100% as long as the traditional 55% cap split is met, which it is. Based on this, all vehicles in this grant are being funded at 100% with federal funds.
KDOT understands that the 2014 DBE regulation updates require FTA recipients to report transit vehicle procurement awards. Effective November 2014, FTA recipients are required to submit, within 30 days of making an award, the name of the successful bidder and the total dollar value of the contract. Please see attached POP (Provider Details tab) for provider contact details and sources of local match.
Expected outcomes:
Funding will permit the State of Kansas and its subrecipients to maintain a state of good repair for their vehicles and continue to provide safe and efficient transportation services for people with disabilities and older adults.
Intended beneficiaries:
People with disabilities and older adults in the state's rural and small urban areas.
Subrecipient activities:
The following subrecipients will receive new vehicles to maintain services. Also included below is their SAM expiration date:

- Twin Valley Developmental Services Inc.: 2/23/23
- Big Lakes Developmental Services: 10/3/22
- Senior Resource Center of Douglas County: 11/29/22
- Presbyterian Manor - Topeka: 10/4/22
- Arrowhead West Inc. (CTD 6): 5/24/22
- CLASS LTD: 12/7/22

Pre-award authority was selected as all of these agencies have entered into contracts for the purchase of these vehicles in the amount of $1,917,603, but no expenses have been incurred or are anticipated prior to execution of the grant. The pre-award dates are the dates contracts were renewed for all transit agencies, to include milestones for contract award dates: 2/15/2019 and 7/5/2021. All vehicles being purchased are gasoline engines. All vehicles being ordered are ADA accessible. All vehicles being replaced have met the FTA useful life requirement of 4 years and/or 100,000 miles. Only transit vehicle manufacturers (TVM) with an approved FTA DBE program and goal will be utilized for vehicle procurements. The vehicles being purchased will meet the FTA useful life requirement of 4 years/100,000 miles.
