Overview

Grant Description
Purpose: This application is to request FFY2021 Section 5310 and Section 5311 (ARP) funds apportioned to the State of Kansas in the amount of $3,070,191.00. The purpose of this funding is to provide additional support to the sub-recipients and their projects listed below, in order to aid their systems during the challenges they are facing during the COVID pandemic.

- 2021-32.18.PI: $1,813,970.00 (Intercity Bus)
- 2021.32.16.PM: $84,608.00 (5310 Small Urban)
- 2021.28.16.PS: $142,148.00 (5310 Rural)

Total Budget Amount: $3,070,191.00, representing 100% federal share of the total eligible amount.

KSDOT certifies to FTA that it and its subrecipients and contractors that are providers of public transportation have not furloughed any employees since March 27, 2020.

KDOT agrees that if it receives federal funding from FEMA or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.

Activities to be performed:
1. Operating Intercity Bus: Provide continued transportation for their passengers.
2. RTAP: Create a database and trip planning application for transit agencies to use.
3. 5310: Purchase additional vehicles to aid the transit agencies in their daily services.

Per ARP, the project(s) in this application is/are not required to be programmed in the Long-Range Transportation Plan, Statewide Transportation Plan, or Statewide Transportation Improvement Program.

Expected outcomes: The increased funding for all of these projects will provide a needed boost to the transit agencies and their passengers. The RTAP project will centralize information and streamline processes that can be used by all the agencies and their passengers.

Intended beneficiaries: It is expected that all of the projects will benefit anyone that uses transportation services in Kansas.

Subrecipient activities:
- Operating Intercity: Continue day-to-day services and utilize the additional funding to assist with additional expenses incurred during COVID.
- Vehicles: These will be used to better serve their passengers. The local match being saved by the 100% funding of the vehicles will be able to be used for their daily operating costs.
- RTAP: The University of Kansas Center for Research will develop a statewide GTFS/GTFS-Flex database and rural trip planning application.

5310 projects are all consistent with a coordinated human services transportation plan. Details on the plans can be found in the attachment POP and Budget for ARP Grant under the Provider Details for Vehicle tab.

Intercity Bus: The amount represents the full allocation and is dedicated to intercity bus service.

KDOT developed our request based on the most recent funding applications received. No funds are being used for administrative purposes. All vehicles being purchased are gasoline engines. All vehicles being purchased will meet the FTA useful life requirement of 4 years/100,000 miles. All vehicles being replaced have met the FTA useful life requirement of 4 years/100,000 miles. Only transit vehicle manufacturers (TVM) with an approved DBE program and goal will be utilized for vehicle procurements.

Pre-award authority: Pre-award authority is granted because Southeast Kansas Coordinated Transit District Council will incur expenses in the approximate amount of $916,647.00 from 7/1/2021 to 02/28/22. Pre-award authority was selected because Family Service Guidance Center ($84,608) and Arrowhead West ($142,148) have entered into contracts for their vehicles, but no expenses have been incurred or are anticipated prior to execution.
