Overview
Grant Description
This grant will provide a total of $4,325,000 in federal funds. In FY 2019, $1,125,000 will be allocated under the 5339 Bus and Bus Facilities program to purchase a new fare collection system for the fixed bus fleet. In FY 2020, $3,200,000 will be allocated under the same program to purchase four (4) new electric buses and the associated charging infrastructure. The local share for this project will come from state revenues (Public Mass Transportation Fund) in the amount of $1,081,250.
In executing this grant, the Bloomington Public Transportation Corporation (BPTC) agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(J)(2)(C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock.
As the grant agreement includes an FTA-funded transit vehicle purchase, the BPTC agrees to comply with the related requirements set forth in 49 CFR Section 26.49(A). Specifically, the BPTC must ensure, as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and a goal to FTA prior to bidding. The BPTC is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-assisted transit vehicle award using the required FTA reporting tool. The BPTC understands that failure to comply with these requirements may result in formal enforcement action or appropriate sanction as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.
Attachments to this application include STIP approval letter, STIP project listing, corresponding TIP pages that list the projects, FTA allocation reports, and vehicle replacement information.
