The source of non-federal match for these funds will be $2,400,000 in TDCs.
Purpose:
The purpose of this award is to provide paratransit vehicles to public transit providers in rural areas of Illinois as detailed in the IDOT Consolidated Vehicle Procurement Downstate Public Provider Awards from calendar year 2022.
Activities to be performed:
This grant will fund the purchase of approximately 151 eligible ADA-accessible paratransit vehicles for public transportation providers in Illinois non-urbanized areas as solicited via IDOT's 2022 Consolidated Vehicle Procurement (CVP) Awards. *IDOT is in the process of going out to bid for new contracts and will revise POPS as needed with actual costs which may affect the number of vehicles awarded.
Expected outcomes:
Funding will provide much-needed paratransit vehicles to rural transit providers throughout the state.
Intended beneficiaries:
Rural transit providers and Illinois residents who rely on transportation services will benefit from these accessible vehicles.

The Illinois Department of Transportation retains a lien on each vehicle for the entirety of its useful life.
In executing this grant, the Illinois Department of Transportation agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(J)(2)(C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock. As the grant agreement includes an FTA-funded transit vehicle purchase, the recipient agrees to comply with the related requirements set forth in 49 CFR 26.49(A). Specifically, the recipient must ensure, as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. The recipient is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-assisted transit vehicle award using the required FTA reporting tool. The recipient understands that failure to comply with these requirements may result in formal enforcement action or appropriate sanction as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.
