**Purpose:**
The purpose of this award is to provide paratransit vehicles to public transit providers in rural areas and small urbanized areas of Illinois as detailed in the IDOT Consolidated Vehicle Procurement Downstate Public Provider Awards from calendar year 2022.
**Activities to be performed:**
This grant will fund the purchase of approximately 174 eligible ADA-accessible transit/paratransit vehicles for public transportation providers in Illinois non-urbanized and small urbanized areas as solicited via IDOT's 2022 Consolidated Vehicle Procurement (CVP) Awards.
*IDOT is in the process of going out to bid for new contracts and will revise POPS as needed with actual costs which may affect the number of vehicles awarded.*
**Expected outcomes:**
Funding will provide much-needed paratransit vehicles to rural transit providers throughout the state.
**Intended beneficiaries:**
Rural transit providers and Illinois residents who rely on transportation services will benefit from these accessible vehicles.
**Subrecipient activities:**
None
**Other funding:**
The source of non-federal match for these funds will be $2,771,109 in TDCs.
There is one replacement vehicle in this grant for a vehicle totaled prior to end of useful life. The totaled vehicle was funded 100% federally (using TDCs as soft match), which means the entire insurance settlement counts as federal participation in the replacement. Federal participation is capped at 80%, so IDOT is applying for the difference between the 80% and the insurance settlement through this grant. IDOT will fund the 20% for this vehicle from the Downstate Transportation Improvement Fund (state funds).
City of Freeport LDL Replacement-Insurance Settlement: $35,400
- Section 5339 funds from this grant: $20,600 (remainder of the 80% federal portion)
- State Downstate Transit Improvement Fund (DTIF): $14,000 (20% of the unit cost)
In executing this grant, the Illinois Department of Transportation agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(J)(2)(C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock. As grant agreement includes an FTA-funded transit vehicle purchase, recipient agrees to comply with the related requirements set forth in 49 CFR 26.49(a). Specifically, recipient must ensure as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. Recipient is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-assisted transit vehicle award using the required FTA reporting tool. Recipient understands that failure to comply with these requirements may result in formal enforcement action or appropriate sanction as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.
