Grant Description
Purpose of this Award:
Greater Peoria Mass Transit District (GPMTD) will use the full apportionment of the competitively awarded FY20 Section 5339(b) Bus and Bus Facilities Infrastructure Investment Program funding in the amount of $10,000,000 towards the construction and renovation of the GPMTD Maintenance Operations and Administration Complex. This includes the construction of a new maintenance operations and administration complex as well as the renovation of the current maintenance operations and administration buildings. GPMTD will use part of the Illinois Department of Transportation Grant (Grant# CAP-14-1027-ILL) in the amount of $2,500,000 as the local match for the referenced capital project under this grant application.
The GPMTD Maintenance Operations and Administration Complex will be completed in three (3) phases (B, C, and D) with an option for a fourth (4th) phase. The design for phases B, C, and D are near 100% complete pending cosmetic changes that do not impact the new structure. The GPMTD Maintenance Operations and Administration Complex project started under Grant IL-2021-020-00 (a competitive FY17 Section 5339(b) Bus and Bus Facilities Infrastructure Investment Program funding) for the Phase A project, which includes construction of a rear building (paint and body shop) on the current GPMTD property. The GPMTD Maintenance Operations and Administration Complex is a multi-year project using FTA awards and apportionments, an Illinois State Capital Grant, and awarded Illinois (FY20 and FY21) Rebuild funding.
Activities to be Performed:
Phases B, C, and D include the excavation and construction of the maintenance administration and operations complex, as well as the renovation of the current maintenance operations and administration buildings located within the confines of the current GPMTD property. The maintenance administration and operations complex includes details such as site preparation, demolition and improvements, excavation, foundation and substructure construction, superstructure including floor and roof construction, exterior walls, doors and windows construction, interior doors, frames, walls, floors, base ceiling, and miscellaneous specialty finishes construction, plumbing, mechanical, gas piping, HVAC ductwork, and related fixtures, fire protection, and electrical site utilities, storm drain gutter system, and other related work to complete the project such as permits, moisture mitigation, etc.

Expected Outcome:
The result of construction and renovation of the GPMTD Maintenance Operations and Administration Complex will provide a new and renovated maintenance operations and administration complex for the Tri-County area and GPMTD employees. The complex will allow the GPMTD to operate more efficiently with respect to maintenance being located in one building, allowing current technology to be incorporated into the complex, and providing a safer working environment for employee workspaces and bus storage areas. The new and renovated structures will provide safer vehicle movements without requiring buses to back up and will allow separation of personnel and bus movements on site. A new complex construction and renovation allows the opportunity to incorporate the latest building technology, including sustainable measures like on-site renewable solar power. Generating additional energy will lower the life cycle cost of fleet operation and maintenance.
Intended Beneficiaries:
A new complex and renovation of the existing maintenance facilities will support progress in technology and fleet flexibility for efficient and effective service, potentially enticing future investment through the use of opportunity funds. The GPMTD employees, riders, and community will benefit from the complex construction and renovation as indicated in the expected outcomes section.
