Grant Description
The Chicago Transit Authority (CTA) is requesting American Rescue Plan (ARP) Act capital investments funding in the amount of $30,650,898. The apportionment table has been uploaded to TRAMS. This application utilizes ARP Act funding to prevent, prepare for, and respond to the coronavirus.
The funding requested in this ARP capital investments grant supplants the local share of $30,650,898 in grant IL-2017-002 RPM Modernization FFGA 2016. It does not duplicate the federal funding for any activities in grant IL-2017-002. Specifically, this ARP capital investments grant supplants the amount of local share for the following activity per the FTA scope activity line item: 14.04.40 Core Capacity.
Note: A separate project was created for the FY2019 5309 Core Capacity funds, and local share amounts have been lowered in project #1 (IL-2017-002-01-05) to correspond with the changes made in project #4 (IL-2017-002-04-05).
Additionally, CTA agrees that if CTA receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, CTA will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.
Also, CTA agrees that it will amend the corresponding FFGA in TRAMS to reduce the local share and FTA scope activity line items as noted above. CTA further agrees that it will amend the TIP/STIP to include the ARP capital investments funding obligated in this grant.
