Grant Description
Application Purpose: The goal of this award is to combine FTA and FHWA transportation planning funding as part of a consolidated planning grant that will provide funding support to help Iowa's nine metropolitan and 18 regional planning agencies complete their responsibilities of the transportation planning process (while considering planning factors and planning emphasis areas to advance national goals). It will support work on the agencies' transportation planning priorities and activities identified in their respective work programs over the next one-year period.

Activities Performed: The transferred FHWA PL and SPR funds with the FTA Section 5305(D) and 5305(E) funds will be used to cover eligible transportation planning activity expenses as outlined in the MPO and RPA work programs. Activities among the metropolitan and regional planning agencies will generally be attributed to addressing priorities identified throughout the transportation planning process, such as short-range and long-range transportation planning through data collection studies, plans, general support of program and administrative operations at the agencies, and carrying out similar transportation planning activities as part of their transportation planning process found in United States Code.

Expected Outcomes: The funding will allow these metropolitan and regional transportation planning agencies to carry out the requirements of a continuing cooperative and comprehensive transportation planning process for their regional planning area while performing transportation-related planning and programming activities for federally funded highway and transit projects.

Intended Beneficiaries: Populace (residents of metropolitan and non-metropolitan areas such as large and small cities, counties) of nine MPO and 18 RPA planning areas (State of Iowa).

Subrecipient Activities: The 27 subrecipients have chosen to utilize FHWA PL, FHWA SPR, FTA 5305(D), and FTA 5305(E) funding to carry out the transportation planning process in accordance with United States Code, which are identified as transportation planning activities described within their individual MPO and RPA planning work programs. Their activities will generally include work related to long-range transportation planning, short-range transportation planning, transportation improvement program development and monitoring, general and comprehensive planning program support and administrative items, complete streets, and various other studies and plan activities.
