Grant Description
Purpose: This application utilizes the FY 2021 Section 5311 American Rescue Plan Act (ARPA) funding to help respond to and recover from the COVID-19 emergency situation in the amount of $6,499,726.
Funding: Funding summary for Project 1 (Operating Costs for Rural Areas): This grant includes the following funding:

Activities to be performed: The application scope of work includes operating assistance for eligible 5311 subrecipients.
Expected outcomes: The expected outcome is efficient and timely operating of transportation services in the rural areas across Iowa.
Intended beneficiaries: The intended beneficiaries are citizens across rural counties in the state of Iowa.
Subrecipient activities: The application scope of work includes operating assistance for eligible 5311 subrecipients. Subrecipients in this application cover sixteen (16) regional areas, seven (7) small cities (populations under 50,000), and one (1) rural portion of an urban area.
Per ARPA, this grant requests 100% (up to 100%) federal share. The application scope of work includes operating assistance for eligible 5311 subrecipients. The Iowa DOT agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.
Per the ARPA, the project(s) in this application is/are not required to be programmed in the long-range transportation plan, statewide transportation plan, or statewide transportation improvement program. This project(s) includes only operations and payroll projects. A POP and budget is included with this application.
