This application is to request American Rescue Plan Act of 2021 (ARP) Section 5311 funds apportioned to the State of Hawaii (UZA 150000) in the amount of $5,158,524 representing 100% federal share of the total eligible amount. The breakdown of funding being requested is provided below:

Purpose:
This application utilizes ARP funding to prevent, prepare for, and respond to the COVID-19 pandemic by supporting the county transit agencies that serve rural areas within the State of Hawaii, supplementing funding sources that are projected to have a shortfall due to the COVID-19 pandemic.
Activities to be Performed:
Operating assistance will be provided to the county transit agencies for them to continue providing service to rural areas of Hawaii. HDOT will administer the grant, provide oversight and technical assistance, and manage funding for RTAP activities.
Expected Outcome:
Operating assistance will allow the transit agencies to sustain the service they provide despite the impacts of the COVID-19 pandemic.
Intended Beneficiaries:
CKTA serves residents of the island of Kauai, HMTA serves the island of Hawaii, and MDOT serves residents in the rural areas of Maui. RTAP funds will benefit all three agencies, in addition to HDOT. Riders in each county that rely on the bus to travel for medical, employment, education, and other needs will benefit from the continued service the transit agencies provide.
Subrecipient Activities:
The county transit agencies will receive operating assistance to continue providing service to rural areas of Hawaii throughout the period of performance. HMTA and MDOT plan to extend their existing contracts for operations and plan on using funds from this grant to cover amounts estimated to be $1,879,773 and $939,885 respectively. However, they do not anticipate expenditures to be incurred prior to the grant being executed.
Additional Notes:
1) Although pre-award authority for ARP allows for expenses incurred on or after January 20, 2020, expenditures are not anticipated prior to execution of this grant.
2) Intercity bus service needs are adequately met (refer to paragraph regarding the archipelagic make-up of Hawaii on the letter signed by Gov. David Ige attached in TRAMS).
3) Funding for operating expenses covered by CARES, CRRSAA, and other FTA grants will be tracked to prevent duplication of reimbursement.
4) CKTA, HMTA, and MDOT have certified that the agencies and contractors that are providers of public transportation have not furloughed any employees since March 27, 2020 (the enactment date of the CARES Act).
5) If federal funding is received from the Federal Emergency Management Agency (FEMA), a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, written notification will be provided and FTA will be reimbursed for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.
6) No statewide Transportation Improvement Plan (STIP) or Transportation Improvement Plan (TIP) documentation is necessary for this ARP application since the project scope primarily includes operations, administrative costs, and training expenses with no substantial functional location or capacity changes.
