Grant Description
State of Maryland Opioid Response III (MD-SOR III) - The Proposed Program

The State of Maryland Opioid Response III (MD-SOR III) is a program designed to support state and local capacity in addressing opioid use disorder (OUD) and stimulant use disorder (STMUD) in high-risk and vulnerable communities. The program aims to provide prevention, treatment, and recovery interventions.

Need:
The COVID-19 pandemic has disrupted the ability of Maryland communities to consistently provide outreach and treatment for OUD and STMUD. Between 2019 and 2020, there was a 19.6% increase in deaths related to opioid overdose. In 2020, the number of opioid-related overdose deaths reached a record high, with Baltimore City, Baltimore County, Anne Arundel County, and Prince George's County having the highest numbers of deaths. These four jurisdictions account for 65% of all opioid-related overdose deaths in the state.

Goals & Objectives:

Goal 1: Individuals seeking access to services for OUD will receive access to Medication-Assisted Treatment (MAT) and other clinically appropriate services.

1.A. Increase the referral of individuals (adults and adolescents) with OUD to MAT services. The goal is for 80% of individuals served with SOR funds to be referred to MAT if clinically appropriate.

1.B. Increase the number of individuals (adults and adolescents) with OUD accessing MAT. The goal is for 50% of individuals with OUD served with SOR funds to receive at least three MAT-related services.

1.C. Sustain and enhance services in regional 24/7 OTPs (Opioid Treatment Programs) to ensure timely access to intake, assessment, inductions, and ongoing medication and psychosocial services for MAT.

Goal 2: Reduce opioid overdose-related deaths (OORD) through prevention, treatment, and recovery using evidence-based practices.

2.A. Increase public awareness of the continuum of services from prevention to treatment to recovery through targeted media campaigns, measured by media metrics such as website views.

2.B. Increase naloxone distribution by 10% by the end of FY24, leading to a decrease in opioid deaths.

2.C. Increase access to recovery support services by sustaining and expanding community-based treatment and recovery support for OUD/SUD (Substance Use Disorder) by 20%. This includes crisis services, recovery beds, employment assistance, and supportive programming for recovery success.

2.D. Increase the pipeline of healthcare providers and peer specialists trained and/or certified in behavioral health (OUD and SUD) care by 10%, measured by participants in SOR-III funded workforce programs.

Note: Applicants must indicate the total number of individuals who will complete the CSAT Government Performance and Results Act (GPRA) Client Outcome Measures for Discretionary Programs tool for each grant year. The total number of individuals receiving treatment and recovery support services will be the applicant's GPRA target in SPARS.
Funding Goals
ADDRESSING THE OPIOID ABUSE CRISIS WITHIN SUCH STATES, USED FOR CARRYING OUT ACTIVITIES THAT SUPPLEMENT ACTIVITIES PERTAINING TO OPIOIDS UNDERTAKEN BY THE STATE AGENCY RESPONSIBLE FOR ADMINISTERING THE SUBSTANCE ABUSE PREVENTION AND TREATMENT BLOCK GRANT UNDER SUBPART II OF PART B OF TITLE XIX OF THE PUBLIC HEALTH SERVICE ACT (42 U.S.C. 300X21 ET SEQ.), AND TRIBES AND TRIBAL ORGANIZATIONS TO ADDRESS THE OPIOID CRISIS WITHIN THEIR COMMUNITIES.
