Grant Description
Partnerships to Prevent Alcohol Involved Deaths - The Iowa Department of Public Health (IDPH), Division of Behavioral Health, Bureau of Substance Abuse requests $1,000,000 through the Strategic Prevention Framework Partnerships for Success Grant to reduce adult drinking and alcohol involved deaths with those 45 years old and older in eight of Iowa's highest need counties.
To this end, the "Prevention Partnerships to Reduce Adult Binge Drinking and Alcohol Involved Deaths" project proposes to reduce the rates of adult binge drinking and alcohol involved deaths in funded counties by the end of the project. IDPH identified the fifteen highest need counties through a ranking of all 99 Iowa counties based on five alcohol specific data indicators.
Grant funds will be awarded to eight of Iowa's fifteen highest need counties through a competitive Request for Proposal (RFP) process. At the county-level, sub-recipients will utilize the Strategic Prevention Framework (SPF) in collaboration with a countywide coalition. Sub-recipients will implement at least one individual and three environmental evidence-based strategies.
At the state level, the State Epidemiological Workgroup Prevention Partnerships Advisory Council (SEWPPAC) will establish a data improvement group to fill substance use gaps. State staff will expand the "Think Before You Drink" statewide media campaign to include additional messages and materials. The evidence-based practices workgroup will identify a set of programs and environmental strategies from which sub-recipients can choose to implement.
The Alliance of Coalitions for Change, through a contracted Coalition Development Coordinator, will oversee training, technical assistance, and support for all countywide coalition project collaborators. Capacity coaches will provide coaching services on the SPF process to county sub-recipients as requested.
Project Goal: Through the use of the Strategic Prevention Framework, reduce county-level binge drinking rates and alcohol involved deaths rates among 45 year olds and older.
Project Objectives:
Objective 1: Reduce the rate of adult binge drinking by at least 5% in 90% of the sub-recipient counties.
Objective 2: Increase the number of adult consumption and/or consequence data elements by two in Iowa's data set.
Objective 3: Expand the "Think Before You Drink" statewide media campaign to include three messages.
Objective 4: Implement at least one individual and three environmental evidence-based strategies in each county.
Objective 5: By the end of Year 1, 100% of countywide coalitions in eight high need counties will complete one asset mapping tool and one coalition health survey, then create one plan to strengthen processes and priorities.
Objective 6: By the end of Year 2, 100% of county coalitions in eight highest need counties will complete a training series of five webinars on the SPF process.

SAMHSA WAS GIVEN THE AUTHORITY TO ADDRESS PRIORITY SUBSTANCE ABUSE TREATMENT, PREVENTION AND MENTAL HEALTH NEEDS OF REGIONAL AND NATIONAL SIGNIFICANCE THROUGH ASSISTANCE (GRANTS AND COOPERATIVE AGREEMENTS) TO STATES, POLITICAL SUBDIVISIONS OF STATES, INDIAN TRIBES AND TRIBAL ORGANIZATIONS, AND OTHER PUBLIC OR NONPROFIT PRIVATE ENTITIES. UNDER THESE SECTIONS, CSAT, CMHS AND CSAP SEEK TO EXPAND THE AVAILABILITY OF EFFECTIVE SUBSTANCE ABUSE TREATMENT AND RECOVERY SERVICES AVAILABLE TO AMERICANS TO IMPROVE THE LIVES OF THOSE AFFECTED BY ALCOHOL AND DRUG ADDITIONS, AND TO REDUCE THE IMPACT OF ALCOHOL AND DRUG ABUSE ON INDIVIDUALS, FAMILIES, COMMUNITIES AND SOCIETIES AND TO ADDRESS PRIORITY MENTAL HEALTH NEEDS OF REGIONAL AND NATIONAL SIGNIFICANCE AND ASSIST CHILDREN IN DEALING WITH VIOLENCE AND TRAUMATIC EVENTS THROUGH BY FUNDING GRANT AND COOPERATIVE AGREEMENT PROJECTS. GRANTS AND COOPERATIVE AGREEMENTS MAY BE FOR (1) KNOWLEDGE AND DEVELOPMENT AND APPLICATION PROJECTS FOR TREATMENT AND REHABILITATION AND THE CONDUCT OR SUPPORT OF EVALUATIONS OF SUCH PROJECTS, (2) TRAINING AND TECHNICAL ASSISTANCE, (3) TARGETED CAPACITY RESPONSE PROGRAMS (4) SYSTEMS CHANGE GRANTS INCLUDING STATEWIDE FAMILY NETWORK GRANTS AND CLIENT-ORIENTED AND CONSUMER RUN SELF-HELP ACTIVITIES AND (5) PROGRAMS TO FOSTER HEALTH AND DEVELOPMENT OF CHILDREN, (6) COORDINATION AND INTEGRATION OF PRIMARY CARE SERVICES INTO PUBLICLY-FUNDED COMMUNITY MENTAL HEALTH CENTERS AND OTHER COMMUNITY-BASED BEHAVIORAL HEALTH SETTINGS
