Grant Description
Restoring Mental Health Clinical Services for in Cuyahoga County - Through its project, Restoring Mental Health Clinical Services in Cuyahoga County, Recovery Resources will facilitate timely access to clinical treatment and recovery services for residents of Cuyahoga County, Ohio who have serious mental illness or a co-occurring disorder. The project will serve 400 adults each year who have had involvement with the county jail, local law enforcement, and/or local service providers. Project activities will also support the mental health needs of staff.

In Cuyahoga County, the need for community-based mental health services remains great. Using data compiled by SAMHSA's National Survey on Drug Use and Health and Mental Health America, it is estimated that 176,000 adults living in Cuyahoga County have a mental illness (including more than 47,000 with a serious mental illness), and nearly 40,000 are unable to receive treatment. The proposed project will enable Recovery Resources to restore the availability of clinical services for the local SMI and COD population through a new outpatient service and in-depth partnerships with referral agencies that will link clients to services and supports. It will also increase its focus on the mental health of its staff by developing an agency-wide training plan.

Through the project, Recovery Resources will provide clinical services to a total of 800 individuals with SMI and COD, while achieving the following goals:

Goal 1: Complete training assessment for all staff to build a training curriculum, which will meet the objective to train 100% of staff in identified knowledge skills and abilities.

Goal 2: Increase internal resources and tools for staff to access and address mental health self-care by meeting the objective to identify and train five staff who become champions of and mentors in motivational interviewing.

Goal 3: Formalize the development of managerial skills by meeting the objective to identify 25 high performing and motivated staff to attend management development training.

Goal 4: Increase the capacity for "in the moment" response and treatment/discharge planning for clients involved with community partner agencies by meeting objectives including a) developing linkage and release plans with clients referred by Cuyahoga County Jail, b) outreaching to clients referred by the local crisis service provider and providing linkages/resource information, c) providing linkages to community resources/treatment services for individuals involved with a local police department, and d) establish on-site or telehealth opportunities for assessment appointments with four additional community partners.

Goal 5: Launch a mental health day treatment program for individuals stepping down from inpatient care or crisis centers and in need of high acuity programming.

TO PROVIDE FINANCIAL ASSISTANCE TO STATES AND TERRITORIES TO ENABLE THEM TO CARRY OUT THE STATE'S PLAN FOR PROVIDING COMPREHENSIVE COMMUNITY MENTAL HEALTH SERVICES TO ADULTS WITH A SERIOUS MENTAL ILLNESS AND TO CHILDREN WITH A SERIOUS EMOTIONAL DISTURBANCE, MONITOR THE PROGRESS IN IMPLEMENTING A COMPREHENSIVE COMMUNITY BASED MENTAL HEALTH SYSTEM, PROVIDE TECHNICAL ASSISTANCE TO STATES AND THE MENTAL HEALTH PLANNING COUNCIL THAT WILL ASSIST THE STATES IN PLANNING AND IMPLEMENTING A COMPREHENSIVE COMMUNITY BASED MENTAL HEALTH SYSTEM.
