Grant Description
Greater Suburban Maryland OMHC Recovery and Growth - Family Service Inc., an affiliate of Sheppard Pratt, is requesting funds to support and restore mental health services in Montgomery and Prince George's Counties, Maryland. These services will be provided to adults with serious mental illness (SMI), children and adolescents with serious emotional disturbances (SED), and those with co-occurring disorders (COD) across the lifecycle. The majority of individuals served will be Hispanic or Black and living in poverty.

This project, the Greater Suburban Maryland OMHC Recovery and Growth, aims to serve 1,800 individuals in year one and 2,300 in year two, totaling 4,100 people. The project will restore same-day access services, expand telehealth services to include on-site access to Family Service Inc. (FSI) equipment and Zoom for clients, restore case management services, and ultimately shift services from telehealth to in-person when it is safe to do so and dependent on client needs and wishes. To facilitate this, FSI will make environmental improvements and accommodations to the office spaces.

FSI staff will utilize evidence-based practices and assessments to achieve improved outcomes for clients, as measured by the National Outcome Measures (NOMs), EVOLVE (Electronic Health Record), and social determinants of health, via Accountable Health Communities health-related social needs. FSI will support staff through continuing education on trauma-informed care and cultural competence, as well as providing support services to manage stress related to client care and the pandemic.

The goals and objectives for this project are as follows:

Goal 1: To support and restore behavioral health services that have been impacted by COVID-19 in Montgomery and Prince George's Counties to reduce the impact of SED, SMI, or COD on individuals accessing services.

Objective 1.1: Increase access to behavioral health services by providing same-day/next-day initial appointments in both Montgomery County (MoCo) and Prince George's County (PG), reaching an additional 500 clients across the two counties via outreach by June 30, 2022, and an additional 500 clients by June 30, 2023.

Objective 1.2: Screen 100% of clients for social determinants of health, and refer those with a need for case management services.

Goal 2: Restore and improve infrastructure with expanded workforce development and facilities modifications to support safe, enhanced, trauma-informed, and culturally appropriate services.

Objective 2.1: Promote staff capacity to serve additional clients and address the impact of COVID-19 and behavioral disparities by hiring 21 new staff by January 30, 2021, and providing 10 hours of training to 95% of staff by June 30, 2021.

Objective 2.2: By June 20, 2022, ensure that 60% of clients previously receiving telephonic services only are using telehealth rooms once per quarter. By June 30, 2023, offer in-person or telehealth services for all appointments to 100% of clients.

By implementing these goals and objectives, the Greater Suburban Maryland OMHC Recovery and Growth project aims to restore and enhance mental health services for individuals in Montgomery and Prince George's Counties, ultimately improving their overall well-being and quality of life.
