Grant Description
NTBHA CTI Program - The North Texas Behavioral Health Authority serves as the Local Behavioral Health Authority (LBHA) and the Local Mental Health Authority (LMHA) for six North Texas counties, including: Dallas, Ellis, Kaufman, Navarro, and Rockwall counties.
Responding to a gap in services highlighted by the COVID-19 pandemic, the NTBHA CTI Program will be implemented to serve 600 adult individuals experiencing critical transitions who have suspected or diagnosed severe mental illness (SMI), severe emotional distress (SED), or co-occurring disorders (COD). The program will serve 200 individuals in the first year and 400 individuals in the second year.
The program aims to increase the number of individuals struggling with SMI/SED/COD who are able to successfully engage in services across six domains: housing, benefits/finances, family/social network, living skills, and mental health/substance use disorder (MH/SUD) treatment.
The Critical Time Intervention (CTI) model will be employed. The model consists of a nine-month period of individual community-based services that require frequent contact to establish a trusting, meaningful relationship with the individual, resulting in a re-engagement in services and assessment of needs.
The goal of the project is to increase the capacity of the LBHA to reduce high utilization of intensive services and recidivism rates of individuals struggling with SMI/SED/COD.
Measurable Objective 1: By September 29, 2022, 200 unique individuals with suspected or diagnosed behavioral health illness will have received services through the CTI program. By September 29, 2023, an additional 400 unique individuals with suspected or diagnosed behavioral health illness will have received services through the CTI program.
Measurable Objective 2: At the conclusion of services, 30% of CTI participants will show a reduction in state-funded hospital psychiatric bed use.
Measurable Objective 3: NTBHA staff will administer the NOMS questionnaire to 100% of individuals choosing to engage in the CTI program. NTBHA staff will achieve a six-month NOMS follow-up rate of 80% of the number of individuals receiving CTI services.

TO PROVIDE FINANCIAL ASSISTANCE TO STATES AND TERRITORIES TO ENABLE THEM TO CARRY OUT THE STATE'S PLAN FOR PROVIDING COMPREHENSIVE COMMUNITY MENTAL HEALTH SERVICES TO ADULTS WITH A SERIOUS MENTAL ILLNESS AND TO CHILDREN WITH A SERIOUS EMOTIONAL DISTURBANCE, MONITOR THE PROGRESS IN IMPLEMENTING A COMPREHENSIVE COMMUNITY BASED MENTAL HEALTH SYSTEM, PROVIDE TECHNICAL ASSISTANCE TO STATES AND THE MENTAL HEALTH PLANNING COUNCIL THAT WILL ASSIST THE STATES IN PLANNING AND IMPLEMENTING A COMPREHENSIVE COMMUNITY BASED MENTAL HEALTH SYSTEM.
