Grant Description
Yellowstone Boys and Girls Ranch (YBGR) Restoring Youth Services Project - The Yellowstone Boys and Girls Ranch (YBGR) Restoring Youth Services Project, funded by SAMHSA, will focus on restoring residential and community-based services to seriously emotionally disturbed youth (SED) that were disrupted during the COVID-19 pandemic.
These SED youth and families struggle with significant trauma, abuse, and neglect. A high priority of the project is culturally competent staff, services, and support to Native American (NA) youth. The 2019 US Census indicates 7% of all Montanans are NA but approximately 20% of all youth served by YBGR are NA.
YBGR is a private nonprofit, nationally accredited organization that has been in existence for over 60 years. While YBGR's main campus is in Billings, MT, there are satellite offices serving four areas of the state. This project includes Beaverhead, Flathead, Park, and Yellowstone County service areas for community-based services and statewide for residential services.
YBGR provides a full continuum of behavioral health services for SED youth and families and has state licensure as a: Mental Health Center, Child Placing Agency, Psychiatric Residential Treatment Facility (PRTF), Outpatient Chemical Dependency Program, and Public K-8 Elementary and Private Accredited High School.
Goal one of Restoring Youth Services is to decrease high-risk behaviors and suicide of SED youth by increasing capacity to provide Psychiatric Residential Treatment Facility (PRTF) beds for Montana youth. This will be accomplished by re-opening one lodge to serve 30 additional youth. The average number of Montana unduplicated youth served in YBGR's PRTF in FY 2019 was 179 and in FY 2020, 169. YBGR is currently receiving 70-80 referrals a month and approximately 10 are accepted per month. The average enrollment is 70 youth but YBGR has capacity for 117.
Goal two is to increase success and stability of SED youth being served at home, in school, and the community. This will be accomplished by our community-based services division increasing services to an additional 75 youth in targeted case management and comprehensive school and community treatment (CSCT).
Goal three is to increase cultural competencies at YBGR to better serve SED Native American youth and families. This will be done by hiring one Native American staff person to work with community-based services programs and by implementing a cultural training component at YBGR to offer education, awareness, training, and experiential opportunities for staff and youth.
YBGR will partner with the Rocky Mountain Tribal Leaders Council (RMTLC) on all three goals. RMTLC is a tribally owned entity, a consortium of Indian tribal leaders representing all tribes and reservations from Montana, Wyoming, and Idaho.
The data collection and performance measurement and project performance assessment will be managed by our other partner, JG Research and Development. JG is currently providing these services to state and local governments and is currently contracting with the Montana Addictive and Mental Disorders Division for performance measurement for two SAMHSA grants.
