Grant Description
CMHC - EHN Grant - Project Abstract Summary:
EHN seeks to address the unmet needs of El Paso residents by:
1) Introducing school-based mental health care for youth with serious emotional disturbance or co-occurring disorders;
2) Enhancing the crisis response for adults with serious mental illness or co-occurring disorders; and
3) Expanding telehealth services.
EHN also will upgrade its Employee Assistance Program to better support our staff and ensure their consistent delivery of highest quality care.
Project Name: Emergence Health Network’s (EHN) Community Mental Health Services Program
Population to be Served: Low-income adults with serious mental illness (SMI) or co-occurring mental illness and substance use disorders (COD), and low-income children and youth with serious emotional disturbance (SED) or COD. Most all (85%) persons served will be Hispanic.
Strategies and Interventions:
As a community mental health center, EHN consistently delivers timely, responsive clinical services to El Paso’s most vulnerable populations, including children, youth, and adults with SED, SMI, or COD. The COVID-19 pandemic has forced EHN to re-examine and reprioritize care and caregiver support in order to meet the increased, changing needs of this population. Therefore, EHN will use CMHC funding to:
1) Follow through on the introduction of planned school-based mental health services for youth with SED or COD, put on hold by the pandemic;
2) Implement the Clinician-Officer Remote Evaluation (CORE) program, an enhanced crisis response for adults with SMI or COD; and
3) Expand the availability of telehealth services, which have become a preferred service delivery method.
As an enabling strategy, EHN will expand its Employee Assistance Program to better support our staff and ensure the continued availability of the extraordinary care they provide.

EHN has established two goals to guide service delivery and systemic implementation. First, EHN will reshape and supplement existing mental health services to meet heightened, pandemic-related needs. Second, EHN will build the requisite organizational capacity to retain and support a highly qualified workforce. Enabling objectives include:
1. Introduce school-based mental health services in four high schools and one middle school in El Paso Independent School District.
2. Introduce the CORE program in partnership with El Paso Police Department and Sheriff’s Department.
3. Continue providing on-demand telehealth services.
4. Assist staff in managing pandemic-induced or related stress.
5. Develop and implement a sustainability plan to ensure post-grant service delivery.

The CMHC grant will enable EHN to provide services to 500 unduplicated consumers in year 1, and another 500 will be served in year 2. In addition, all 650 EHN staff persons will receive upgraded services from the Employee Assistance Program in both years 1 and 2.
