Grant Description
Dekalb CSB CMHC Project - The Dekalb Community Service Board (CSB) will support and restore delivery of clinical services impacted by the COVID-19 pandemic for individuals with Serious Mental Illness (SMI), Serious Emotional Disturbance (SED), and Co-Occurring Disorders (COD) with a focus on minority and economically disadvantaged communities.
Dekalb CSB will provide targeted case management services, reentry services for criminal justice involved individuals, and provision of telehealth and mobile telehealth services for greater community outreach. Dekalb CSB is Dekalb County, Georgia's safety net provider, offering a continuum of care for mental health and substance use disorders for youth and adults and the only provider serving the uninsured population.
Dekalb County is a diverse urban area that is home to over 768,000 people, of whom 55% are Black/African American, 29% White non-Hispanic, 8.5% Hispanic/Latino, and 6.5% Asian. It is also home to a large immigrant and refugee population. Dekalb CSB's population of focus for this project is comprised of individuals with SMI, SED, and COD who are residents of Dekalb County, Georgia, and who are from economically disadvantaged communities and minority populations.
The goals of the project include expanding telehealth capabilities in community settings, schools, jails, and other criminal justice locations through the use of mobile mental health clinic vans and kiosks. It also aims to provide outpatient services for individuals with SMI, SED, and COD in Dekalb County with a targeted focus on minority communities. Additionally, the project aims to provide trauma-informed screening, assessment, diagnosis, and patient-centered treatment planning and delivery. It also includes providing clinical and recovery support services through targeted case management, as well as developing and providing resources to address the mental health needs of the Dekalb CSB CMHC staff.
To meet these goals, Dekalb CSB will expand community outreach through mobile telehealth clinic vans and kiosks to provide clinical services for individuals who have access to treatment barriers and significant unmet needs. Partnerships with the criminal justice system will be expanded to assist in community transition planning for re-entry and targeted case management. Dekalb CSB will also train its staff on reducing behavioral health disparities, including cultural and linguistic competence, and strategies to engage and retain diverse client populations. Training will also be provided on trauma-focused care. The agency will hire additional staff to support service provision. Additionally, staff will be provided resources to address their own mental health and self-care.
Over the lifetime of this two-year project, Dekalb CSB will serve 500 clients in year 1 and 500 clients in year 2, with a total of 1,000 unduplicated individuals with SMI, SED, or COD in need of behavioral healthcare.
