Grant Description
Community Project Funding/Congressionally Directed Spending - Non-Construction - The Prince George's County, Maryland Health Department (PGCHD) in partnership with Prince George's County Public Schools proposes to create a public health utility, a pediatric telehealth network.
The proposed network will improve access to healthcare for middle and high school students in the county by offering telehealth services to the 137,000 elementary, middle, and high students served by PGCPS' 208 schools. The services will target students needing care and treatment for asthma and behavioral health across all age groups, and for sexually transmitted infections (STIs) for high school students.
The project will install telehealth equipment in HIPAA-compliant space in schools and in customized mobile vans that will circulate among the campuses of schools that lack the physical space that can be converted for telehealth use. To assure the privacy and confidentiality of the telehealth services and to prevent network breaches, the network will have end-to-end security via an external, virtual, agnostic private network (VPN) that will operate separately from the PGCHD and PGCPS networks.
School health personnel and PGCHD community health workers will assist minor students whose parents have provided signed informed consent for services; and students aged 18 and older who consent themselves, to follow school district protocols and to access needed services. Multilingual, multidisciplinary provider teams will address urgent care needs, diagnose health concerns, and provide mental health support to students, who can connect at home or at school.
The short-term project's expected outcomes are:
- Declines in the rates of absenteeism (missed days at school) due to asthma
- Declines in the number of pediatric visits to the emergency department due to asthma
- Increases in the number of students with a regular pediatric care provider
- Reductions in the number of disciplinary issues due to behavioral health conditions, particularly among children with an incarcerated parent
- Increases in the number of children with STIs who were served.
