Overview
Grant Description
This application requests $4,160,000 in Section 5339 Buses and Bus Facilities funds (from FFY2019 - $876,711, FFY2020 - $3,283,289) apportioned to the Atlanta UZA and suballocated to MARTA.
Purpose:
To secure $4,160,000 in federal Section 5339 funds to be matched with $1,040,000 in local funds, with a total eligible cost/grant application of $5,200,000. Funding will be used for the critical replacement of buses that have met their useful life.
Activities to be performed:
The grant funds will be used to support fixed route revenue service bus replacement activities for the authority. This project will provide for the purchase of approximately seven (7) clean-fuel accessible low floor urban transit buses for use in MARTA fixed route service. The buses included in this request will replace aging 2009 and 2010 model year vehicles as necessary to maintain the bus fleet in optimal condition as outlined in the bus replacement plan.
Expected outcomes:
Completion of the grant-funded activities will improve service delivery, safety, on-time performance, reduce maintenance costs, and enhance the customer experience.
Intended beneficiaries:
MARTA patrons within the service area of Clayton, DeKalb, Fulton, and the City of Atlanta.
Subrecipient activities:
None - not applicable.
The local matching share for the grant application is provided from the 1% dedicated MARTA sales and use tax from Clayton, DeKalb, and Fulton counties and the City of Atlanta, as well as the sale of associated sales tax revenue bonds as required. These project costs are covered by pre-award authority pursuant to the Letter of No Prejudice (LONP) previously approved by FTA on June 1, 2016.
The authority and sub-grantees (when applicable) will follow all 3rd party procurement policies as defined in C4220.1F (Third Party Contracting Guidance) and will ensure that contractors procured are not on the FTA Suspension and Debarment List. The Indirect Cost Plan (CAP) documentation is attached to the application for consideration.
The grant application may be amended in the future to include FHWA CMAQ Flex funding to support bus replacement activities.
