Grant Description
This application is to request FY2021 Section 5339 (b) discretionary funds awarded to MARTA in the amount of $15,000,000 for the Clayton County Operations Maintenance Facility.

Purpose:
The purpose of this award is to provide funding for the land acquisition and early construction phases of the Clayton County Operations Maintenance Facility project.

Activities to be Performed:
This grant application is only partially funding the acquisition and early construction phases of the project. The property consists of two parcels at 5163 and 5265 Old Dixie Highway, Forest Park, GA 30297.

Expected Outcomes:
The Clayton County Multipurpose Operations and Maintenance Facility is a critical operational need for the authority. Once completed, the facility will help support multiple regional bus routes, approximately 250 buses, and paratransit vehicles. The modern facility is also planned to include a MARTA police precinct, training areas, bus maintenance, transit operations office, administration office, bus fueling point, bus inspection repair facilities, cleaning facilities, bus parking, and employee parking.

Intended Beneficiaries:
Clayton County and those patrons served in the Southern Metro Atlanta service area. Benefits include increased system efficiency, lower operational costs, investment and jobs in Clayton County, expansion of paratransit service, and potential support of alternative fuels.

This application is related to grant # GA-2021-014, which also supports the Clayton County Operations Maintenance Facility with funding for design and acquisition activities. This project is included in the adopted FY 2020-2025 Atlanta Regional Transportation Improvement Program (TIP) and incorporated by reference in the approved Georgia State Transportation Improvement Program (STIP). The ARC TIP # is M-AR-322 and was approved on 4/28/2022. The FY21 federal share requested is $15,000,000. This project is referenced in the TIP on page 237 and attached in application documents for reference.

MARTA will follow all 3rd party procurement policies as defined in C4220.1F (Third Party Contracting Guidance) and will follow 49 U.S.C. Chapter 53, which imposes FTA's Buy America requirements. The authority will ensure contractors procured will not be on the FTA Suspension and Debarment List.

This grant application does not include research and development activities.
