Original Application
This application is to request Section 5311, 5311(F), and 5339 funds apportioned to the Georgia Department of Transportation (GDOT) as the designated recipient of Section 5311 formula grant for rural areas, Section 5311(F) intercity bus program, and Section 5339 bus bus facility. This grant will enable GDOT to continue to provide state administration technical assistance to its sub-recipients, salaries, and training for staff, including costs associated with travel, registration, and training materials.
GDOT requests the allowable full 10% FY 2021 state administration of $2,496,861 and FY 2021 RTAP funds in the amount of $395,215. As required by law, GDOT is requesting 15% of the FY 2020 5311 apportionments totaling $3,730,295 to fund the intercity bus SFY 2022 call for projects. This grant application totals $31,190,100 (federal). (5339 funding: $4,514,823; 5311 funding: $26,675,277)
These federal funds are programmed from the following apportionments:
- FY 2020 remaining 5311 non-urbanized formula: $22,845,273 (scheduled to lapse 9/30/2022)
- FY 2021 partial 5311 non-urbanized formula: $2,842,789
- FY 2020 remaining 5311 Appalachian funds: $592,000 (scheduled to lapse 9/30/2022)
- FY 2021 5311 RTAP: $395,215
- FY 2019 remaining 5339 bus bus facility formula state allocation: $3,500,000 (scheduled to lapse 9/30/2022)
- FY 2020 partial 5339 bus bus facility formula state allocation: $1,014,823
Purpose:
The purpose of this award is to provide the state of Georgia and its sub-recipients funding for operating assistance, eligible capital projects, and for the rural transit assistance program (RTAP) for the state and its sub-recipients. Additionally, the award provides funding for the state of Georgia's intercity bus program.
Activities to be performed:
Section 5311 resources will be used to fund capital, operating, and administrative expenses for the rural public transit systems which provide transportation services to 114 counties in the state of Georgia. The Section 5311 RTAP resources will be used to fund extensive training to staff and sub-recipients on Federal Transit Administration compliance guidelines, as well as managing transit-related projects. The 5311(F) intercity bus program resources will be used to fund eligible intercity bus program projects currently under review from the SFY 2022 call for intercity bus projects. Section 5339 resources will be used to fund replacement and expansion vehicles for the following sub-recipients operating rural transit systems:

GDOT will maintain satisfactory continuing control over all FTA-funded assets, as well as maintain inventory for all FTA assets. Sub-recipients will follow the new transit asset management plan as adopted by GDOT. GDOT will ensure equal access for persons with disabilities, and ADA equivalency analyses are performed for any purchase of vehicles with no lift. All sub-recipients will follow all third-party procurement policies as defined in FTA C4220.1F, and GDOT will ensure no parties contracted have been debarred or suspended.
Expected outcomes:
Continued safe and effective operation of transit services for rural and intercity bus areas in Georgia.
Intended beneficiaries:
Transit agencies, intercity bus operators, and transit riders in the state of Georgia.
Sub-recipient activities:
Funding for operations, administrative, and capital projects will be received by the agencies in the SFY 2023 program of projects (POP) uploaded to this application, as well as the intercity bus operators awarded funding from the SFY 2022 call for projects application review.
