Grant Description
This application is to request Section 5307, Section 5337, and Section 5339 funds apportioned to the Tampa/St. Petersburg UZA in the amount of $20,370,450.
Purpose:
This application is requesting funding under the FFY 2022 - Section 5307 Formula Funds Program in the amount of $18,706,547, Section 5337 $9,151, and Section 5339 $1,654,752.
Activities to be performed:
For eligible capital expenses in FY 2023, which will include replacement revenue vehicles, non-revenue vehicle lease, passenger amenities, computer hardware/software, construction, misc. support equipment, short-range planning, and project administration.
This application is requesting funding under the FFY 2022 - Section 5337 High-Intensity Motorbus Formula Funds Program for the purchase of misc. support equipment.
This application is requesting funding under the FFY 2022 - Section 5339 Bus Bus Facilities Formula Funds Program for the purchase of replacement revenue vehicles. This application is requesting is for the purchase replacement buses.
Expected Outcome:
Funding will allow PSTA to replace buses software that are beyond their useful life, purchase new computer hardware, charging equipment, solar panel equipment, and assist in the construction of a new multi-modal transit terminal. All of these items will allow PSTA to operate more effectively and give the transit passenger in Pinellas County better service.
Intended Beneficiaries:
Transit passengers in Pinellas County.

All approved on 7/1/21, and toll revenue credits for a total of $5,085,113 was approved on 08/02/2022 by the State of Florida to be used for the 20% local match.
Local Match Information:
FFY 2022 FTA Section 5307 Formula Apportionment in the amount of $30,000 for project administration will be matched with local PSTA funds in the amount of $7,500 for the 20% match. Narrative information has been added to each ALI extended budget, and the FTA concurrence letters are attached to the application.
PSTA will ensure that all vehicles purchased are accessible, purchased from an FTA-approved TVM, and reported to FTA within 30 days after the contract is signed.
PSTA will check the current listing of transit vehicle manufacturers (TVM) to ensure each is listed as a certified TVM in compliance with FTA regulations.
Attached is the Tampa/St. Petersburg UZA split for the FY 2022 Section 5307, 5337, 5339 apportionment. All four transit agencies have concurred with this year's split (letter attached). Pinellas Suncoast Transit Authority is a designated recipient.
The planning ALI 44.24.00 in this grant is in the current UPWP adopted May 13, 2020 (amended May 2021).
PSTA has a population over 200k. As part of the security portion of this grant, PSTA will be purchasing security equipment on replacement revenue vehicles, which will meet the FTA requirement of 1% for security expenditures. The security expenditures are part of ALI 11.12.01.
PSTA will use 0.75 percent for safety requirements. The safety expenditures are part of ALI 11.12.01.
PSTA acknowledges understanding and acceptance of the condition of award.
PSTA will follow all 3rd party procurement policies as defined in C4220.1F (Third Party Contracting Guidance).
PSTA will ensure contractors procured will not be on the FTA Suspension and Debarment List.
PSTA's DBE program was approved by FTA on March 15, 2013, and I attached the approval letter to the grant application. PSTA's updated DBE program has been submitted to FTA, and a concurrence letter was received on 10/1/19.
This application is not for research and development.
No indirect cost will be charged to this grant.
