Grant Description
This is a multisource application for 5307 from FTA FY 2019 ($7,153*) and FY 2021 ($850,298) Titusville urban areas under 200,000 population and Palm Bay/Melbourne urbanized formula FY 2021 ($4,391,587) and FY 2020 ($86,997); Palm Bay/Melbourne urbanized 5339 from FY 2019 ($641,739) lapsing. The total grant application is $5,977,774 with a $1,494,444 match from Florida Department of Transportation toll revenue credit.
Purpose: The purpose of this award is to provide 1 year of preventative maintenance, purchase 2 replacement vehicles for Space Coast Area Transit to assist in fixed route transit operations, renovation of bus security systems, support equipment and facilities, bus shelters and signage, signal and communication equipment, and short-range planning.
Activities to be performed: Funds will be used to cover all eligible preventative maintenance, purchase 2 replacement vehicles, renovation of bus security systems, support equipment and facilities, bus shelters and signage, signal and communication equipment, and short-range planning.
Expected outcomes: Funding will permit Space Coast Area Transit to meet preventative maintenance standards, continue to provide operations, and keep rolling stock vehicles in a state of good repair.
Intended beneficiaries: Space Coast Area Transit and the riders that rely on its service will benefit from continued services, permitting workers in Brevard County, FL to get to work and other destinations.
Subrecipient activities: None. The Governor's apportionment of 5307 and 5339 funds is attached. Space Coast Area Transit is the direct recipient of these funds. Toll revenue credits will be used as the 20% match for eligible capital activities.

Project #2 Titusville = $857,451 FTA 5307 $214,363 toll revenue credits; preventative maintenance. The 1% security-related requirement is found in ALI 11.7A.00.
Project #3 Palm Bay/Melbourne = $4,478,584 FTA 5307 $1,119,646 toll revenue credits; bus rolling stock replacement, other capital items, bus station/stop/terminals, bus support equipment and facilities, signal comm. equipment, other capital items, bus-associated transit improvements, and metropolitan planning (ref. UPPWP pages 19-20). The 1% security-related ALIs are: 11.34.07, 11.44.09, 11.7A.00, 11.62.03, and 11.64.03. Ref. attached FTA concurrence letter dated 2/22/21 for a bus that was totaled. The 1% security and .75% safety-related ALIs are: 11.34.07, 11.44.09, 11.7A.00, 11.62.03, and 11.64.03. The grantee or sub-grantee (when applicable) will follow all 3rd party procurement policies as defined in CA4220.1F (Third Party Contracting Guidance). The grantee or sub-grantee (when applicable) will ensure contractors procured will not be on the FTA suspension and debarment list.
Space Coast Area Transit will ensure that all vehicle purchases are accessible, purchased from an FTA approved TVM, and reported to FTA within 30 days after a contract is signed.
Space Coast Area Transit will check the current listing of transit vehicle manufacturers (TVM) (https://www.transit.dot.gov/regulations-and-guidance/civil-rights-ada/eligible-tvms-list) to ensure each is listed as a certified TVM in compliance with FTA regulations.
*Full FY2019 allocation for Titusville small urbanized area was $1,087,949; however, the FDOT split letter was not received in time to have the grant application approved by the Board of County Commissioners. Only $1,080,796 was requested in grant FL-2020-028-01, leaving a balance of $7,153. FDOT confirmation of fund availability is attached.
