Overview
Grant Description
Purpose: This project will help to defray the limited operational cost for the Lakeland UZA, Florida, and to provide for the maintenance of transit capital assets. The 5339 portion is an FY 2022 application to replace outdated AVAIL ITS systems. These are old generation AVAIL ITS systems in need of upgrading that include MDT, APCS, fare collection, and next bus technology.
Activities to be performed: This application is for FY 2022 5307 (Lakeland UZA) in the amount of $3,148,662, as stated in the attached Table 3A FY 2022. This project will help to defray the operational cost for the Lakeland UZA, Florida, and also to provide for the maintenance of capital assets. Program pages in the forecasted 2022 budget, dated July 7/2/21, for FY 2022 projects in the STIP are on page 804. The forecasted budget is based on historical data and may vary from the approved allocation. The overall start date is the date of award with an end date of 3/30/2023. This application is not for research and development. There is an indirect cost rate of 34.57% applied to operating activities within this application. LAMTD is the direct recipient for the Lakeland UZA and these funds. The source of local operating and capital expense comes from Lakeland Area Mass Transit District, an independent taxing district. It is not projected that there will be any purchase over $5,000 for 5307 funds. LAMTD will follow all 3rd party procurement policies as defined in C42200.1F (Third Party Contracting Guidance). LAMTD will ensure contractors procured will not be on the FTA Suspension and Debarment List. STIP #s are 410149-1 for preventive maintenance and 410149-2 for operating assistance.

The funding to be awarded under this grant was identified in the attached Table 12 and allocated to the Lakeland UZA. The project start date will be the date identified by the FTA with an end date of Sept 30, 2023. This is not a research and development grant. There is no indirect cost rate applied to the 5339 portions of this application. LAMTD is the direct recipient of these funds, and local match will be provided by the State of Florida FDOT in the form of transportation development credits. LAMTD will utilize these funds for the purpose of replacing outdated AVAIL ITS for the buses. These are old generation AVAIL ITS systems in need of upgrading that include MDT, APCS, fare collection, and next bus technology. LAMTD will ensure contractors procured will not be on the FTA Suspension and Debarment List. The total number of units to purchase with these funds is 16. The units will have a useful life of seven years.
Expected outcomes: The continuation of transit services in the Lakeland UZA, reduced downtime due to preventive maintenance of capital equipment, and the installation of new ITS systems on 16 buses.
Intended beneficiaries: The transit riders of Polk County will be the ones benefiting from the continuation of public transportation in the Lakeland UZA.
