Grant Description
Miami-Dade County Department of Transportation and Public Works (DTPW) is filing this grant application with the Federal Transit Administration (FTA) to request $22,360,552 awarded in an agreement between the United States Department of Transportation (the USDOT) and Miami-Dade County (the recipient).

The application for funding was dated July 12, 2019, and titled FY 2019 Better Utilizing Investment to Leverage Development (BUILD) Transportation Grants for the Underline Multimodal Mobility Corridor. It contained Standard Form 424 and all information and attachments submitted with that form through Grants.gov.

The USDOT grant agreement reflects the selection of the recipient for an award under the provisions of the Consolidated Appropriations Act 2019 (Pub. L. 116-6, February 15, 2019) regarding national infrastructure investments as described in the Notice of Funding Opportunity for the Department of Transportation's National Infrastructure Investments under the Consolidated Appropriations Act 2019, 84 FR 16933 (April 23, 2019) (the NOFO). In this agreement, FY BUILD Transportation Discretionary Grant means an award under those provisions.

The USDOT grant agreement was fully executed on September 27, 2021, which is attached in the documents section of this grant application. The original SF-424 submitted with the BUILD grant application and the BUILD fact sheet from FHWA's website are attached in the documents section.

DTPW will follow all third-party procurement policies as defined in C 4220.1F (Third Party Contracting Guidance) and will ensure contractors procured will not be on the FTA Suspension and Debarment List.

DTPW initially created the grant template during fiscal year 2021 under 1089-2021-2, which references the PGA, and later deleted it and re-created a newer FAIN # 1089-2022-3, which references the most recent TRAMS grant application template. On the SF-424 form, DTPW listed two (2) congressional districts, FL-24 and FL-27, and have since removed district FL-24. The applicant is located within district FL-24, but the Underline BUILD project will be implemented in district FL-27.

Purpose:
The purpose of this award is to design and construct the Underline Multimodal Mobility Corridor from SW 19th Avenue to the Dadeland Metrorail Station.

Activities to be performed:
Funds will be used to cover all architectural and engineering/design fees, inspection costs, and demolition and debris removal, and the construction for the Underline Multimodal Mobility Corridor.

Expected outcomes:
Expected outcomes for this funding will be to provide the riding and walking public enhancements to our system and to provide additional mobility options.

Intended beneficiaries:
To improve connectivity and safety for transit patrons in one of the densest areas of the seventh-most populated county in the nation. With the improvement of thirty-six intersection crossings, addition of lighting, separation from U.S.1, and remediation of existing contamination, user safety conditions will be greatly enhanced. The public/private project will generate a substantial return on investment, including increased property values, new housing, job creation, and additional commerce and retail adjacent to transit facilities.

Subrecipient activities:
There are no subrecipients included in this grant application.

The Underline project is a 10-mile segment of a multimodal corridor that connects to 8 Metrorail stations to be completed in three phases. The first two phases were included in the original PGA application but are not included in the BUILD TRAMS application, which is attached. The 2.3-mile segment of the corridor connecting to two stations was funded locally and was under construction at the time of the application. Phase 1 is complete, and Phase 2 is in progress. Activities for Phases 1 and 2 were not intended to be part of the BUILD project and will not be reimbursed by this BUILD grant. The third phase of the project, a 7.3-mile segment connecting 6 stations, will be funded with BUILD funds. This project scope includes the design and construction of multimodal enhancements integrated with mass transit, including pedestrian and bicycle paths, roadway intersection improvements, a new bridge over Coral Gables Waterway, lighting, pavement signage, and environmental remediation. The costs and activities described in this application only pertain to Phase 3 of the Underline BUILD project.

The estimated cost for the Underline Phase 3 (BUILD project) transportation component is $100,951,325, and the eligible project cost in accordance with the executed PGA. The approved BUILD grant funding for this project is $22,360,552.00, and the local share is $77,090,773. The costs and activities described in this application only pertain to Phase 3 of the Underline BUILD project, and the STIP FM#: is 435501-5. The remaining project costs will be provided using FY 2019 state appropriation funding through the Florida Department of Transportation, Miami-Dade County road impact fees, developer and municipal funding. The state funds in the amount of $1,500,000 are included in the construction ALI line item, and the STIP FM#: is 445793-1, and this funding is a part of nonfederal funds.

The federal share of project costs for which an expenditure is made under the BUILD grant program may not exceed 80 percent. Department of Transportation and Public Works (DTPW) plans to include this project and funding in the FY 2020-2021 proposed budget and multi-year capital plan. As negotiated, the recipient hereby certifies that not less than $78,590,773 in non-federal funds are committed to fund the project. Project-FY 2019 BUILD grant for the Underline Multimodal Mobility Corridor project includes the following items using federal funding:

The project is included in the 2022-2026 Florida Statewide Transportation Improvement Program (STIP) under FDOT identification number 435501-5 and 445793-1, federally approved on September 30, 2021. A copy of the online STIP page is attached in the documents section of this application. The project received a National Environmental Policy Act (NEPA) documented categorical exclusion, federally approved on November 12, 2020. A copy of the approval letter is attached in the documents section. The resolution authorizing the filing of this grant application was approved on May 5, 2020, by the Miami-Dade Board of County Commissioners through Resolution R-362-20 and is attached to the documents section of this application.
